ความเป็นมา
1. เขตรักษาพันธุ์สัตว์ป่าภูหลวงมีพื้นที่กว้างใหญ่ สภาพด้านนอกโดยรอบมีหมู่บ้านชุมชนล้อมรอบหลายหมู่บ้าน ราษฎรได้มีการบุกรุกขยายพื้นที่ทำกินเพื่อปลูกพืชไร่ เช่น ลูกเดือย ข้าวโพด มันสำปะหลัง ข้าว เป็นต้น โดยเฉพาะพื้นที่ที่ราษฎรได้บุกรุกขยายพื้นที่ทำกินนั้น เดิมเป็นแหล่งอาหาร แหล่งน้ำ และแหล่งดินโป่งของช้างป่า เมื่อถูกรบกวนจากมนุษย์ และแหล่งอาหารหากินไม่เพียงพอต่อความต้องการของช้างป่า ประกอบกับพื้นที่ที่ราษฎรได้ปลูกไว้ส่วนใหญ่เป็นพืชที่เป็นอาหารช้างป่าได้อย่างดี จึงเป็นสาเหตุหนึ่งที่ทำให้ช้างป่าได้ออกไปหากินนอกเขตฯ และทำความเสียหายต่อพืชไร่ของราษฎรที่ปลูกไว้ได้รับความเดือดร้อน ซึ่งตลอดระยะเวลาที่ผ่านมาโดยเฉพาะทางด้านทิศตะวันออกและทิศใต้ของเขตรักษาพันธุ์สัตว์ป่าภูหลวง ซึ่งอยู่ในท้องที่อำเภอวังสะพุง และอำเภอภูหลวง ได้ประสบกบปัญหาช้างป่าได้ออกไปหากินนอกเขตฯ และทำความเสียหายทำลายพืชไร่ของราษฎรที่ปลูกไว้อยาเป็นประจำ โอกาสที่ช้างป่าจะถูกทำร้ายเสียชีวิตจึงมีมาก

วัตถุประสงค์
1. เพื่อเป็นการสนองพระราชดำริและเป็นการเฉลิมพระเกียรติ น้อมเกล้าน้อมกระหม่อมถวายแด่สมเด็จพระนางเจ้า พระบรมราชินีนาถ ในการแก้ไขปัญหาความเดือดร้อนของราษฎรที่ได้รับความเสียหายจากช้างป่าทำลายพืชไร่ และไม่ให้ช้างป่าถูกทำร้ายเสียชีวิต
2. เพื่อเพิ่มแหล่งอาหารและแหล่งน้ำให้เพียงพอต่อความต้องการของช้างป่าในเขตฯ
3. เพื่อป้องกันไม่ให้ช้างป่าออกไปหากินนอกเขตฯ และทำความเสียหายทำลายพืชไร่ของราษฎรที่ปลูกไว้ ให้ได้รับความเสียหาย
4. เพื่อป้องกันไม่ให้ช้างป่าถูกทำร้ายเสียชีวิต
5. เพื่อสร้างจิตสำนึกให้ราษฎรมีส่วนร่วมในการอนุรักษ์ช้างป่ามิให้สูญพันธุ์ไป
6. เพื่อเป็นการส่งเสริม กิจกรรมการท่องเที่ยวอีกทางหนึ่ง
