ในเดือนตุลาคม 2546 ผู้นำอาเซียนได้ร่วมลงนามในปฏิญญาว่าด้วยความร่วมมืออาเซียน ที่เรียกว่า ข้อตกลงบาหลี 2 เห็นชอบให้จัดตั้ง ประชาคมอาเซียน (ASEAN Community) คือการให้อาเซียนรวมตัวเป็นชุมชนหรือประชาคมเดียวกันให้สำเร็จภายในปี พ.ศ. 2563 (ค.ศ. 2020) แต่ต่อมาได้ตกลงร่นระยะเวลาจัดตั้งให้เสร็จในปี พ.ศ. 2558 (ค.ศ. 2015) เนื่องจากการแข่งขันรุนแรง เช่น อัตราการเติบโตทางด้านเศรษฐกิจของจีนและอินเดียสูงมากในช่วงที่ผ่านมา ซึ่งมีอัตราการขยายตัวทางเศรษฐกิจอย่างก้าวกระโดด เป็นต้น
