ส่งเสริมความร่วมมือด้านความมั่นคงทางทะเล ซึ่งอาเซียนยังไม่มีความร่วมมือด้านนี้ ทั้งนี้ ความร่วมมือข้างต้นจะไม่กระทบต่อนโยบายต่างประเทศ และความร่วมมือทางทหารของประเทศสมาชิกกับประเทศนอกภูมิภาค
