จัดขึ้นวันขึ้น 15 ค่ำ เดือน 12 ประเพณีปักธงชัย คือ ประเพณีที่ชาวนคร ไทยพร้อมใจกันนำธงผ้าขาว 3 ผืนไปปักบนยอดเขาฉันเพล ยอดเขาย่านชัย และ ยอดเขาช้างล้วง ที่ทำให้เกิดสิริ มงคลแก่ผู้ปฏิบัติ แสดงถึงพลังศรัทธา ที่ชาวนครไทยมีต่อ "พ่อขุนบาง กลางหาว"


ปัจจุบัน มีพิธีกรรมดังนี้
1. เมื่อใกล้เทศกาลปักธงชัย ชาวอำเภอนคร ไทยในหมู่บ้านใกล้วัดเหนือ วัดกลาง และ วัดหัวร้อง จะช่วยซื้อฝ้ายและช่วยกัน ทอธงผ้าขาวขนาดกว้าง 90 เซนติเมตร ยาว ประมาณ 4 เมตร จำนวน 3 ผืน จาก 3 หมู่ บ้านและทอเป็นลวดลายบริเวณชายธงอย่าง สวยงาม
2. เวลาเช้าของวันขึ้น 14 ค่ำเดือน 12 จะ นำธงไปทำพิธีบวงสรวงที่อนุสาวรีย์พ่อ ขุนบางกลางหาว ภาคบ่ายมีการประกวดริ้วขบวน จากทุกหมู่บ้าน กลางคืนจัดงานรื่นเริงฉลอง
3. รุ่งเช้าของวันขึ้น 15 ค่ำ เดือน 12 ตั้งริ้ว ขบวนรถยนต์ เคลื่อนไปตามถนนแล้วเดินผ่านคัน นาขึ้นไปประกอบพิธีปักธงชัยเช่นเดียวกับ ในสมัยโบราณ ตอนกลางคืนจัดงานลอยกระทง และมีการละเล่นต่าง ๆ
