การจ้างบุคคลเข้าทำงานต้องเป็นไปตามอัตรากำลังคนที่ได้กำหนดไว้เท่านั้น การเพิ่มหรือการลดอัตรากำลังคนให้เป็นไปตามที่ได้รับอนุมัติโดยกรรมการผู้จัดการ หรือบุคคลใดที่ได้รับมอบหมาย
