จะเห็นได้ว่า ความหมายของความมั่นคงทางอาหารตามพระราชบัญญัติคณะกรรมการอาหารแห่งชาติ พ.ศ. 2551 นี้ สอดคล้องกับความหมายของ FAO และได้เพิ่มเติมให้ครอบคลุมถึงระบบการผลิตที่สมดุลและความคงอยู่ของทรัพยากรอาหารด้วย
หากพิจารณาความหมายของความมั่นคงทางอาหารทั้ง 2 คำนิยามแล้ว จะเห็นว่าจะมีความหมายแตกต่างกับ การพึ่งพาตนเอง (Self – sufficiency) ซึ่งหมายถึงการผลิตด้วยตนเองเท่านั้น หากเป็นระดับครัวเรือน จะหมายถึงการผลิตเพื่อบริโภคในครัวเรือนได้เพียงพอ ไม่ต้องซื้อจากภายนอก แต่หากเป็นระดับประเทศก็หมายถึงการผลิตในประเทศได้เพียงพอไม่ต้องนำเข้าจากต่างประเทศ ดังนั้น ความมั่นคงทางอาหารจึงไม่ใช่ประเด็นปัญหามากนักสำหรับผู้ที่มีฐานะดี หรือประเทศที่
