ถูกพัฒนาขึ้นเนื่องจากสำนักวิชาเทคโนโลยีสารสนเทศไม่ผ่านการประเมินคุณภาพการศึกษาในปีการศึกษา 2556 คะแนนเฉลี่ย 2.92 ในองค์ประกอบที่ 4 หัวข้อการวิจัย ซึ่งประกอบด้วย ตัวบ่งชี้ 3 ตัว คือ 1. เงินสนับสนุนงานวิจัยหรืองานสร้างสรรค์ต่อจำนวนอาจารย์ประจำและนักวิจัยประจำ 2. งานวิจัยหรืองานสร้างสรรค์ที่นำไปใช้ประโยชน์ 3. ผลงานวิชาการที่ได้รับการรับรองคุณภาพ ดังนั้นคณะผู้จัดทำจึงสร้างเว็บแอพพลิเคชั่น(Web Application)เกี่ยวกับระบบการจัดการความรู้ (Knowledge Management System) ที่ประยุกต์ใช้ การวัดผลงานเชิงดุลยภาพ (Balanced Scorecard) เป็นกลยุทธ์ในการช่วยเพิ่มคุณภาพของการศึกษาให้ผ่านการประเมินจากคณะกรรมการการอุดมศึกษา (สกอ.) ซึ่งได้ริเริ่มจากกลุ่มวิจัยสุขภาพก่อน ซึ่งมีคณาจารย์อยู่ร้อยละ 50 ของคณาจารย์ในสำนักวิชาเทคโนโลยีสารสนเทศ ในการนำร่องโครงงานครั้งนี้สู่เป้าหมาย
