เมื่อประมาณปลายเดือนกันยายน พ.ศ. 25

เมื่อประมาณปลายเดือนกันยายน พ.ศ. 2524 พ.ต.ณรงค์เดช นันทโพธิ์เดช ได้นำพระราชดำริเกี่ยวกับการพัฒนาลุ่มน้ำคลองจำไหรและคลองหอยโข่ง มาให้สำนักชลประทานที่ 9 (จังหวัดชลบุรี) เพื่อพิจารณาในการจัดหาน้ำเพื่อการอุปโภค – บริโภค และการเกษตรกรรมให้กับราษฎรในพื้นที่ตำบลคลองหอยโข่งและบางส่วนของตำบลทุ่ง ลาน อำเภอคลองหอยโข่ง (ปัจจุบันแยกการปกครองเป็นอำเภอคลองหอยโข่ง) จังหวัดสงขลา ประกอบกับหน่วยทหารของ ร.5 พัน 4 ปัจจุบันเปลี่ยนเป็นกองพลพัฒนาที่ 4 (ค่ายรัตนพล) ได้ไปตั้งหน่วยอยู่ในเขตบริเวณดังกล่าว ซึ่งขาดแคลนน้ำในการอุปโภค – บริโภค และในกิจกรรมอย่างอื่นซึ่งต้องจัดหาน้ำให้กับหน่วยทหารใช้ควบคู่กันไปด้วย

ที่ตั้งโครงการ :


โครงการพัฒนาลุ่มน้ำคลองจำไหรและคลองหอยโข่ง ตั้งอยู่หมู่ที่ 7 บ้านทุ่งยูง ตำบลคลองหอยโข่ง อำเภอคลองหอยโข่ง จังหวัดสงขลา ที่พิกัด 47 NPH 502-550 แผนที่ มาตราส่วน 1:50,000 ระวาง 5022 I ห่างจากอำเภอหาดใหญ่ ประมาณ 30 กม. มีเส้นทางเดินทางเข้าโครงการได้ 2 ทาง คือ
- แยกจากทางหลวงสายหาดใหญ่ – สะเดา ที่เทศบาลตำบลพะตง มาตามถนน รพช. หมายเลข 11033 ระยะทาง 11 กม. เป็นทางลาดยางตลอดถึงสามแยกบ้านเหนือแยกเข้าโครงการฯ ตามถนนบนคันคลองอีกประมาณ 5.5 กม.
- แยกจากทางเข้าสนามบิน (ทางหลวงหมายเลข 4135 ) ตามถนนชูพันธ์ ผ่านกองบิน 56 ระยะทางประมาณ 12 กม. ถึงสามแยกบ้านเหนือ แยกเข้าโครงการฯ ตามถนนบนคันคลองอีกประมาณ 5.5 กม. ทั้ง 2 เส้นทางดังกล่าว สามารถใช้การคมนาคมได้ตลอดทั้งปี

สภาพภูมิอากาศ :
สภาพพื้นที่โดยทั่วไปในเขตโครงการ มีลักษณะเป็นดินปนทราย บริเวณหัวงานโครงการและพื้นที่ส่งน้ำเป็นที่ราบลุ่มน้ำระหว่างคลองจำไหรและ คลองหอยโข่งซึ่งตอนปลายจะไหลลงสู่คลอง อู่ตะเภา บริเวณอ่างเก็บน้ำคลองจำไหรเป็นที่ราบเชิงเขา มีสภาพเป็นสวนยางปนป่า คลองจำไหรมีต้นกำเนิด จาก น้ำตกผาดำ บนเทือกเขาแก้ว ซึ่งมีพรมแดนติดต่อระหว่าง อำเภอคลองหอยโข่ง อำเภอสะเดา อำเภอรัตภูมิ และ อำเภอควนโดน จังหวัดสตูล คลองจำไหร ไหลผ่านตำบลคลองหอยโข่ง ตำบลโคกม่วง ตำบลทุ่งลาน ก่อนจะไหลลงสู่คลองอู่ตะเภา และทะเลสาบสงขลา

วัตถุประสงค์โครงการ :

เพื่อการเกษตรกรรมและการอุปโภค-บริโภค ทั้งนี้เนื่องจากในฤดูแล้งปริมาณน้ำในเขตดังกล่าวขาดแคลนบ่อน้ำที่ขุดไว้ใช้ ตามหมู่บ้านต่าง ๆ จะมีความลึกเฉลี่ยประมาณ 12-15 ม. และมีปริมาณน้ำไม่เพียงพอจึงไม่สามารถทำการเกษตรกรรมได้ ทางฝ่ายทหารและทางราษฎรต้องการให้มีที่สำหรับการเกษตรกรรมในฤดูแล้ง
