ในปัจจุบันประเทศต่างๆในโลกมีระบอบการเมืองการปกครองที่ประชาชนส่วนใหญ่ของประเทศเชื่อว่าเหมาะสมต่อความคิดความเชื่อ และสภาพแวดล้อมทางเศรษฐกิจ สังคม และวัฒนธรรมของประเทศนั้นๆ หากปรากฏว่าระบอบการเมืองการปกครองที่ใช้อยู่ในช่วงระยะเวลาหนึ่งไม่เหมาะสม หรือไม่สอดคล้องกับสภาพแวดล้อมต่างๆ ดังกล่าว ก็จะต้องมีการเปลี่ยนแปลง พัฒนา หรือปฏิรูประบอบการเมืองการปกครองให้เหมาะสมและเป็นประโยชน์ต่อประชาชนของประเทศมากที่สุด
