การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและข้อเสนอแนะการจัดการศึกษาทางไกล ผ่านดาวเทียมของโรงเรียนในกลุ่มเครือข่ายพัฒนาการศึกษาเกาะช้าง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 ประชากรได้แก่ ผู้บริหารโรงเรียน ครูผู้จัดกิจกรรมการเรียน การสอน รวมทั้งสิ้น 50 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า การจัดการศึกษาทางไกลผ่านดาวเทียมของโรงเรียนในกลุ่มเครือข่ายพัฒนาการศึกษาเกาะช้าง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 3 โดยรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการจัดการเรียนรู้ อยู่ในระดับมากที่สุด รองลงมา ด้านการขับเคลื่อนและสร้างความเข้มแข็ง อยู่ในระดับมากที่สุด ด้านการกำหนดนโยบาย อยู่ในระดับมาก ด้านการประเมินผลและปรับปรุง อยู่ในระดับมาก และด้านการนิเทศและติดตาม อยู่ในระดับมาก ตามลำดับ
ปัญหา คือ นโยบายของโรงเรียนไม่ชัดเจน ไม่มีผู้เชี่ยวชาญเฉพาะ นักเรียนเรียนไม่ทัน การนิเทศติดตามไม่สม่ำเสมอและวิธีการวัดและประเมินผลแบบต้นทาง ใช้ไม่ได้กับนักเรียนทั้งหมด
ข้อเสนอแนะ คือ ควรมีการกำหนดนโยบายของโรงเรียนอย่างชัดเจน ควรจัดการอบรมให้กับครูผู้ใช้การสอนทางไกล ครูควรจัดกิจกรรมสอนซ่อมเสริมนอกตารางเวลาเพื่อช่วยเหลือนักเรียนที่เรียนรู้ไม่ทัน ควรมีการกำหนดระยะเวลาในการนิเทศติดตามอย่างต่อเนื่องและครูควรมี การออกแบบการวัดและประเมินผลของแต่โรงเรียนควบคู่ไปกับแบบต้นทาง
