คณะรัฐมนตรีได้มีมติเมื่อวันที่ 16 ตุลาคม 2550 เห็นชอบและอนุมัติในหลักการให้กรมเจ้าท่า ดำเนินการก่อสร้าง เพื่อใช้ทดแทนท่าเรือเชียงแสนแห่งแรก ซึ่งได้เริ่มก่อสร้างเมื่อวันที่ 12 พฤษภาคม 2552 ต่อมาคณะรัฐมนตรีได้มีมติเมื่อวันที่ 18 มกราคม 2554 ให้การท่าเรือแห่งประเทศไทย (กทท.) เป็นผู้บริหารท่าเรือเชียงแสนแห่งที่ 2 และมีการเปิดใช้งานวันแรกเมื่อ 1 เมษายน 2555
