รงค์ วงษ์สวรรค์ หรือ นายณรงค์ วงษ์สวรรค์ เกิดวันที่ 20 พฤษภาคม 2475 ที่ตำบลคลองมะขามเฒ่า จังหวัดชัยนาท บิดารับราชการเป็นวิศวกร กรมชลประทาน แม่เป็นชาวสวน รงค์ สมรสกับ สุมาลี ตระการไทย มีบุตรสองคน คือ วงศ์ดำเลิง กับ สเริงรงค์ วงษ์สวรรค์ ชีวิตวัยเด็กของ รงค์ อาศัยอยู่กับยายที่อำเภอโพธาราม จังหวัดราชบุรี เพราะพ่อต้องออกไปทำงานตามป่าเขา รงค์ ช่วยแม่ทำงานตั้งแต่ยังเรียนชั้นประถมศึกษา ที่โรงเรียนโพธารามวัฒนาเสนี อำเภอโพธาราม ราชบุรี โดยนำทอฟฟี่ที่แม่ทำไปขายที่โรงเรียน แม้ภายหลังจะเข้ามาเรียนชั้นมัธยมศึกษาตอนต้นที่โรงเรียนอำนวยศิลป์ แต่ปิดเทอมก็จะกลับบ้านไปช่วยแม่หาบแตงโมขาย
รงค์ วงษ์สวรรค์ เรียนที่โรงเรียนอำนวยศิลป์ รุ่นลมหวน จึงมีเพื่อนร่วมรุ่น เช่น พล.อ.ชวลิต ยงใจยุทธ, พล.อ.วันชัย เรืองตระกูล และทวี ชูทรัพย์ (อดีตอธิบดีกรมราชทัณฑ์) เป็นต้น เข้าเรียนมัธยมศึกษาตอนปลายที่โรงเรียนเตรียมอุดมศึกษา มีผลการเรียนดี แต่ถูกให้ออกเพราะทะเลาะกับครู เมื่อออกจากโรงเรียน รงค์ ก็ไปเป็นนายท้ายเรือโยงจากอำเภอบางบัวทอง จังหวัดนทบุรี ไปจังหวัดสุพรรณบุรี และเคยขึ้นไปอำเภอฝาง จังหวัดเชียงใหม่ เป็นคนคุมปางไม้
