ปัจจุบัน ประชาชนโดยทั่วไปของประเทศสมาชิกอาเซียน ซึ่งรวมถึงคนไทยยังไม่ได้มีความรู้สึกถึงความเป็น "พลเมืองอาเซียน" จากรายงานผลการสำรวจข้อคิดเห็นเกี่ยวกับทัศนคติเกี่ยวกับการรับรู้เรื่องอาเซียน พบว่าประชาชนส่วนใหญ่มีความรู้สึกว่าตนเองเป็น "พลเมืองอาเซียน" ไม่ถึงร้อยละ 65

ในฐานะที่ประเทศไทยเป็นหนึ่งในสมาชิกก่อตั้งอาเซียน รัฐบาลไทยได้ให้ความสำคัญในการเตรียมความพร้อมของประเทศเพื่อร่วมผลักดันให้เกิดการสร้างประชาคมอาเซียนภายในปี 2558 ที่เน้นการปฏิบัติและเชื่อมโยงยิ่งขึ้น เพื่อผลประโยชน์ของประชาชนในภูมิภาค ตามที่ปรากฎในปฏิญญาชะอำ หัวหิน ว่าด้วยแผนงานสำหรับประชาคมอาเซียน พ.ศ. 2552-2558 ซึ่งประเทศไทยมีข้อผูกพันร่วมกับสมาชิกอาเซียนที่จะส่งเสริมให้ประชาชนอาเซียนมีส่วนร่วมและได้รับประโยชน์จากการรวมตัวของอาเซียน และกระบวนการเป็นประชาคมอาเซียน นอกจากนี้ ในวาระที่ไทยดำรงตำแหน่งประธานอาเซียนเมื่อปี 2522 รัฐบาลไทยได้ผลักดันให้เกิดการบรรลุเป้าหมายกฎบัตรอาเซียน (Realizing the ASEAN Chater) การเสริมสร้างประชาคมอาเซียนที่มีประชาชนเป็นศูนย์กลาง (Revitalizing a people-centred ASEAN Community) และการเน้นย้ำความมั่นคงของประชาชนในภูมิภาค (Reinforcing human security for all) เป็นต้น อันจะทำให้ประชาชนสามารถก้าวสู่การเป็นประชาคมอาเซียน ได้อย่างบรรลุผลได้ภายในปี 2558
