ในอดีตนั้นสาเหตุที่ทำให้ฝ่ายรัฐเสียเปรียบผู้ก่อการร้าย เกิดจากกำลังทหารประจำการส่วนใหญ่ถูกทุ่มลงไปในการเข้าพื้นที่ และต้องอยู่ประจำที่ ทำให้ขาดแคลนกำลังบางส่วนในการสู้รบ ที่สำคัญอีกปัญหาคือเงื่อนไขในเรื่อง พื้นที่เป้าหมาย ทหารหลักจากต่างพื้นที่ต้องใช้เวลาในการปรับตัวเพื่อให้เข้ากับ สภาพแวดล้อม จึงเป็นผลกระทบ-เป็นจุดอ่อนอย่างมากในการปฏิบัติการ ซึ่งจากปัจจัยในจุดนี้แนวคิดในการจัดตั้ง “ทหารพราน” จึงเกิดขึ้น
