จากคำกล่าวที่ว่า อนาคตของประเทศชาติจะเป็นอย่างไรต่อไป ส่วนหนึ่งต้องขึ้นอยู่กับคุณภาพชีวิตของเด็กในประเทศนั้น ๆ ว่าเป็นอย่างไร ดังนั้นเราจึงจำเป็นต้องให้ การพิทักษ์รักษาคุ้มครองทางด้านกฎหมาย ตลอดจนให้ความสำคัญแก่เด็ก ๆ เพราะถือว่า เด็ก คือมนุษย์ที่ยังอ่อนอยู่ทั้งทางร่างกายและจิตใจ
ตามพจนานุกรมฉบับราชบัณฑิตยสถาน พ.ศ. ๒๕๒๕ ได้ให้ความหมาย ของคำว่า "เด็ก" ไว้ดังนี้
เด็ก หมายถึง คนที่มีอายุยังน้อย ยังเล็ก
เด็กชาย คือ คำนำเรียกเด็กผู้ชายที่มีอายุไม่เกิน ๑๔ ปีบริบูรณ์
เด็กหญิง คือ คำนำเรียกเด็กผู้หญิงที่มีอายุไม่เกิน ๑๔ ปีบริบูรณ์

เมื่อปีพุทธศักราช 2498 ได้เกิดปฏิญญาว่าด้วยสิทธิเด็กขึ้น โดยองค์การสหประชาชาติทำให้ทั่วโลกเกิดความตื่นตัว และเห็นพ้องต้องกันว่า ควรจะให้ความสำคัญแก่เด็ก ๆ ของตนมากขึ้น การขานรับในการนี้จากประเทศต่าง ๆ เป็นไปอย่างกว้างขวาง ในปีเดียวกันนั้นเอง ประเทศต่าง ๆ ทั่วโลกไม่น้อยกว่า 40 ประเทศต่างก็จัดงานฉลองวันเด็กแห่งชาติของประเทศตนขึ้น โดยกำหนดวันจันทร์แรกของเดือนตุลาคมของทุกปี เป็นวันเด็กแห่งชาติ
การจัดงานเฉลิมฉลองวันเด็กแห่งชาติในแต่ละประเทศขณะนั้น มีรูปแบบที่คล้ายคลึงกันเป็นส่วนใหญ่ โดยยึดหลักการให้ความสำคัญแก่เด็กเป็นวัตถุประสงค์หลัก โดยเปิดสถานที่ราชการที่สำคัญเช่น พิพิธภัณฑ์ รัฐสภา เป็นต้น ให้เด็ก ๆได้เข้าชมและศึกษา บางแห่งจัดการแสดงมหรสพ มีการแจกอาหาร แข่งขันเกม แจกของขวัญ ฯลฯ ต่อมางานนี้ได้รับความสำคัญทั่วโลกจึงได้จัดกันแพร่หลายมาถึงปัจจุบัน


การจัดงานวันเด็กในประเทศไทย


ปีพุทธ ศักราช 2498 อันเป็นปีที่ทั่วโลกเริ่มจัดงานเฉลิมฉลองวันเด็กแห่งชาติกันขึ้น ตามความเห็นคล้อยตามกับองค์การสหประชาชาติที่นำปัญหาเรื่องเด็กมาร่างเป็น ปฏิญญาว่าด้วยสิทธิของเด็กขึ้นมา

ขณะนั้น สภาวัฒนธรรมแห่งชาติยังมิได้ถูกยุบเลิกไป คณะกรรมการสภาวัฒนธรรมแห่งชาติ จึงนำเรื่องนี้เข้าสู่ที่ประชุมเพื่อพิจารณา ในที่สุดที่ประชุมได้เห็นชอบนำเรื่องเสนอต่อคณะรัฐมนตรีในขณะนั้น ต่อมาเมื่อวันที่ 27 กรกฎาคม พ.ศ.2498 ได้มีมติคณะรัฐมนตรีรับหลักการ ให้จัดงานวันเด็กแห่งชาติขึ้น โดยมอบหมายให้กระทรวงมหาดไทย และกระทรวงศึกษาธิการรับไปดำเนินการ ส่วนของค่าใช้จ่ายในการจัดงานั้น ได้อนุมัติเงินจากกองสลากกินแบ่งรัฐบาลมาดำเนินการ
ดังนั้น ในวันที่ 3 ตุลาคม พ.ศ.2498 ประเทศไทย จึงมีงานเฉลิมฉลองวันเด็กแห่งชาติเกิดขึ้นเป็นครั้งแรก จากนั้นเป็นต้นมา ทางราชการได้กำหนดวันจันทร์แรกของเดือนตุลาคมของทุกปีเป็นวันเด็กแห่งชาติ สำหรับประเทศไทย และจัดติดต่อกันมาจนถึงปี พ.ศ.2506 ที่ประชุมคณะกรรมการจัดงานวันเด็กแห่งชาติในปีนั้น มีความเห็นพ้องต้องกันว่า สมควรที่จะเสนอเปลี่ยนวันจัดงานวันเด็กแห่งชาติเสียใหม่ เพื่อความเหมาะสมด้วยเหตุผลว่า ในเดือนตุลาคมสำหรับประเทศไทยเราเป็นเดือนที่ยังอยู่ในฤดูฝน มีฝนตกมาก เด็ก ๆ ไม่สะดวกในการมาร่วมงาน ประการต่อไปก็คือ วันจันทร์เป็นวันปฏิบัติงานของผู้ปกครอง จึงไม่สามารถพาเด็กของตนไปร่วมงานได้ ตลอดจนการจราจรก็ติดขัด จึงเห็นว่าควรจะเปลี่ยนไปเป็นวันเสาร์ที่สองของเดือนมกราคมเสียทุกสิ่ง ทุกอย่างได้สะดวกสบายขึ้น และมีความเหมาะสมมากกว่า
จากข้อเสนอดังกล่าว คณะรัฐมนตรีในขณะนั้นมีมติเห็นชอบตามที่คณะกรรมการจัดงานวัดเด็กแห่งชาติเสนอ ลงวันที่ 5 กุมภาพันธ์ 2507 จึงประกาศเปลี่ยนงานฉลองวันเด็กแห่งชาติจากวันจันทร์แรกของเดือนตุลาคม มาเป็นวันเสาร์ที่สองของเดือนมกราคมตั้งแต่บัดนี้เป็นต้นมา ด้วยเหตุนี้จึงส่งผลให้ปี พ.ศ.2507 ไม่มีงานวันเด็กแห่งชาติด้วยการประกาศเปลี่ยนได้เลยวันมาแล้ว
งานวันเด็กแห่งชาติได้เริ่มจัดขึ้นมาใหม่อีกครั้งในปี พ.ศ.2508 และจัดเรื่อยมาจนถึงปัจจุบัน นับเป็นเวลาได้สี่สิบกว่าปีแล้ว (งดจัดในปี พ.ศ.2507 หนึ่งปี)
