ต่อมาในสมัยนายธานินทร์ กรัยวิเชียร เป็นนายกรัฐมนตรีรัฐบาลได้เล็งเห็นว่า การปราบปรามยาเสพติดไม่สามารถแก้ไขได้โดยการดำเนินการเฉพาะกรมตำรวจฝ่ายเดียว จึงได้เสนอร่างพระราชบัญญัติป้องกันและปราบปรามยาเสพติด พ.ศ. 2519 ต่อสภาปฏิรูปการปกครองแผ่นดินและประกาศใช้เป็นกฎหมายเมื่อวันที่ 16 พฤศจิกายน 2519 ตั้งแต่นั้นเป็นต้นมาการแก้ไขปัญหายาเสพติดของประเทศไทยก็ได้ดำเนินไปอย่างมีแบบแผนและเป็นระบบที่ดีขึ้น พระราชบัญญัติดังกล่าวได้กำหนดให้มีคณะกรรมการป้องกันและปราบปรามยาเสพติดหรือเรียกชื่อย่อว่า ป.ป.ส. โดยมีนายกรัฐมนตรีเป็นประธาน และจัดตั้งสำนักงาน ป.ป.ส. ขึ้นเป็นหน่วยงานกลางรับผิดชอบโดยตรง ปัจจุบันสำนักกระทรวงยุติธรรมขึ้นตรงต่อนายกรัฐมนตรี มีหน้าที่ประสานงานกับหน่วยงานที่เกี่ยวข้องกับการป้องกันและปราบปรามยาเสพติดทั้งในประเทศและต่างประเทศ
