India’s Fifth Five-Year Plan (1974-79)!

A major attack on the Mahalanobis strategy came from the World Bank economists in the early seventies.

They argued that the most important problem of the third world countries was that of the removal of poverty, and that growth, by itself, could not be relied upon to achieve this objective. Therefore, the highest-priority should be given to the removal of poverty.

Objectives:

In addition to removal of poverty and attainment of self-reliance, the fifth plan had the following major objectives.

(i) 5.5% overall rate of growth in G.D.P.

(ii) Expansion of productive employment and fuller utilisation of existing skills and equipment.

(iii) A national programme for minimum needs and extended programme of social welfare.

(iv) Emphasis on additional production of 125 MT of food with extended agricultural research and education.

(v) Emphasis on basic and key industries producing goods for mass consumption.

(vi) To promote export and import substitution.

(vii) To adopt institutional, fiscal and other measures to reduces social, economic and regional inequalities in the country.

Outlay:

A total outlay of Rs. 53,410 crore was proposed for the fifth plan. Of this amount Rs. 37,250 crore was the public sector outlay. The actual public sector expenditure came to Rs. 39.426 crore.

Assessment:

The only significant changes in the plan were that the area of private sector was extended and more liberal imports were allowed.

The plan was terminated in 1978, its fourth year, due to change in the Government at the Centre.
