การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อกำหนดความสามารถเชิงสมรรถนะตามวิชาชีพสำหรับเจ้าหน้าที่พยาบาลในการให้บริการชาวต่างชาติที่เข้ามารับการรักษาในโรงพยาบาลเอกชนของประเทศไทย เปรียบเทียบระดับความคิดเห็นเกี่ยวกับความจำเป็นด้านสมรรถนะตามบทบาทหน้าที่ของผู้ที่ทำงานในโรงพยาบาล ได้แก่ หัวหน้าฝ่ายการพยาบาล หัวหน้าแผนก และผู้ปฏิบัติการพยาบาล รวมถึงการกำหนดรูปแบบการฝึกอบรมเพื่อพัฒนาศักยภาพของผู้ให้บริการด้านพยาบาลในการดูแลผู้ป่วยชาวต่างชาติที่เข้ามารับการรักษาในประเทศไทย โดยกลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ ได้แก่ พยาบาลที่ให้การดูแลชาวต่างชาติในโรงพยาบาลเอกชนชั้นนำของประเทศไทยจำนวน 71 ราย เก็บข้อมูลตั้งแต่เดือน กันยายน 2558 – พฤศจิกายน 2558 โดยใช้แบบสำรวจความคิดเห็นเกี่ยวกับความจำเป็นด้านสมรรถนะตามวิชาชีพสำหรับเจ้าหน้าที่พยาบาลในการให้บริการลูกค้าชาวต่างชาติที่เข้ามารับการรักษาในโรงพยาบาลเอกชน ซึ่งผ่านการทดสอบความตรงตามเนื้อหาจากผู้ทรงคุณวุฒิจำนวน 5 ท่าน หาค่าดัชนีความเที่ยงตรงเชิงเนื้อหารายข้อด้วยวิธี I-CVI (item content validity) เท่ากับ 0.81 และความเที่ยงตรงเชิงเนื้อหาทั้งฉบับด้วยวิธี วิธี S-CVI/Ave (content validity for scale, S-CVI/Ave (average proportion))เท่ากับ 0.87 ซึ่งผ่านเกณฑ์ที่กำหนดไว้ หลังจากนั้นนำมาทดสอบหาค่าความเที่ยงของแบบสอบถามได้ค่าสัมประสิทธิ์ครอนบาคซ์แอลฟาเท่ากับ ( Coefficient) เท่ากับ 0.957 วิเคราะห์ข้อมูลโดยการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนแบบทางเดียว (one-way ANOVA) และการวิเคราะห์องค์ประกอบเชิงสำรวจ (exploratory factor analysis)
ผลการศึกษาวิจัยพบว่าตัวชี้วัดความสามารถเชิงสมรรถนะตามวิชาชีพมีทั้งหมด 25 ข้อ จากการทบทวนวรรณกรรมที่เกี่ยวข้องสามารถจัดแบ่งด้าน 4 ด้าน ได้แก่ การดูแลผู้สูงอายุ การดูแลตามโปรแกรมการตรวจสุขภาพ การบริการด้านการรักษาศัลยกรรม และการบริการทางด้านทันตกรรม พบว่าความจำเป็นด้านสมรรถนะที่อยู่ในระดับมากมีจำนวน 16 ข้อ ส่วนใหญ่อยู่ใน 3 ด้านการดูแลผู้สูงอายุ การดูแลตามโปรแกรมการตรวจสุขภาพ และการบริการด้านการรักษาศัลยกรรม ความจำเป็นด้านสมรรถนะที่อยู่ในระดับระดับปานกลางมี 9 ข้อ ส่วนใหญ่อยู่ในด้านการบริการทางด้านทันตกรรม และเมื่อทำการเปรียบเทียบความจำเป็นด้านสมรรถนะ 25 ข้อ แบ่งตามบทบาทหน้าที่ของผู้ที่ทำงานในโรงพยาบาล พบว่า ระดับความคิดเห็นเกี่ยวกับตัวชี้วัดความสามารถเชิงสมรรถนะตามวิชาชีพมีความแตกต่างกัน 6 ข้อ ส่วนใหญ่อยู่ในด้านการดูแลผู้สูงอายุและการดูแลตามโปรแกรมการตรวจสุขภาพ ส่วนระดับความคิดเห็นไม่แตกต่างกัน 19 ข้อ และเมื่อทำการวิเคราะห์องค์ประกอบเชิงสำรวจ สามารถระบุองค์ประกอบได้ 4 ด้าน ได้แก่ สมรรถนะด้านการดูแลผู้สูงอายุ สมรรถนะด้านการซักประวัติและตรวจร่างกาย สมรรถนะด้านการส่งตรวจวินิจฉัยทางการแพทย์ และสมรรถนะด้านการดูแลรักษาทางการแพทย์ ซึ่งสมรรถนะดังกล่าวสามารถนำไปเป็นแนวทางในการพัฒนาสมรรถนะการบริการหรือพัฒนาหลักสูตรสำหรับเจ้าหน้าที่พยาบาลที่ให้บริการผู้รับบริการชาวต่างชาติในโรงพยาบาลต่อไป
