โครงการศูนย์ศึกษาการพัฒนาห้วยทราย อันเนื่องมาจากพระราชดำริ

๑. ความเป็นมาของโครงการ
ตามที่พระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัว ได้มีพระราชโองการประกาศให้พื้นที่บริเวณศูนย์ศึกษาการพัฒนาห้วยทราย อันเนื่องมาจากพระราชดำริ เป็นที่หลวงและพระราชทานนามว่า“มฤคถาวัน” เพราะพื้นที่แห่งนี้อุดมไปด้วยสรรพสิ่งที่เป็นธรรมชาติ ไม่ว่าจะเป็นดิน แหล่งน้ำ ต้นไม้ และสัตว์ป่านานาชนิด หลังจากระยะเวลาผ่านไปเพียง ๖๐ ปี ทรัพยากรเหล่านั้นถูกทำลายอย่างสิ้นเชิง ด้วยการ

เมื่อวันที่ ๕ เมษายน ๒๕๒๖ พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินเข้ามาในพื้นที่ดังกล่าว และได้ทรงทราบถึงปัญหาและทรงรับสั่ง ความว่า “...หากปล่อยไว้จะกลายเป็นทะเลทรายในที่สุด...” จึงมีพระราชดำริให้พัฒนาพื้นที่บริเวณดังกล่าว ประมาณ ๑๕,๘๘๐ ไร่ ให้เป็นศูนย์ศึกษาการพัฒนาด้านเกษตรกรรม โดยเน้นการปลูกป่าเพื่อฟื้นฟูสภาพป่าให้กลับอุดมสมบูรณ์ดังเดิม และสามารถทำการเพาะปลูกพืชชนิดต่างๆ ควบคู่ไปกับการปลูกป่าจัดหาแหล่งน้ำสนับสนุนการปลูกป่า และการเพาะปลูกพืช จัดระเบียบราษฎรในพื้นที่โครงการฯ ให้เข้าอยู่อาศัย และทำกินอย่างถูกต้องตามหลักวิชาการให้สอดคล้องกับธรรมชาติ โดยให้ราษฎรเข้าร่วมดูแลรักษา ตลอดจนได้อาศัยผลผลิตจากป่าและปลูกพืชต่างๆ ไม่ต้องเข้าไปบุกรุกทำลายป่าไม้อีกต่อไป
เพื่อให้การดำเนินงานสนองพระราชดำริเป็นไปอย่างมีประสิทธิภาพ และเป็นไปตามพระราชประสงค์ แผนแม่บทของศูนย์ศึกษาการพัฒนาห้วยทราย อันเนื่องมาจากพระราชดำริ ฉบับ พ.ศ (๒๕๔๑ - ๒๕๔๔) จึงเห็นสมควรที่จะจัดทำขึ้น เพื่อเป็นกรอบสำหรับหน่วยงานที่เกี่ยวข้อง ได้เข้าร่วมดำเนินการในทิศทางเดียวกันในด้านต่างๆ ได้แก่ ด้านฟื้นฟูทรัพยากรธรรมชาติ ด้านการศึกษาและพัฒนา ด้านการขยายผลและถ่ายทอดเทคโนโลยี ด้านการส่งเสริมและพัฒนาคุณภาพชีวิต ทั้งนี้ เพื่อให้ราษฎรได้รับผลจากการดำเนินงานดังกล่าวอย่างมีประสิทธิภาพ และเป็นไปตามพระราชประสงค์ของพระบาทสมเด็จพระเจ้าอยู่หัว ต่อไป
และต่อมาสำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ (สำนักงาน กปร.) ได้ให้ศูนย์ฯ จัดทำแผนแม่บทฉบับล่าสุด คือแผนแม่บทฉบับที่ ๔ (พ.ศ. ๒๕๕๐ - ๒๕๕๔) เป็นฉบับแก้ไขปรับปรุง เพื่อให้การดำเนินงานเกิดความสมบูรณ์และชัดเจน สอดคล้องกับสภาพเศรษฐกิจสังคมที่เปลี่ยนแปลงไป เพื่อมุ่งเน้นการบูรณาการระหว่างหน่วยงาน และการขยายผล โดยการสาธิตส่งเสริมและเผยแพร่ไปสู่ประชาชนมากขึ้น และยึดการดำเนินงานตามแนวพระราชดำริ “การพัฒนาเพื่อนำไปสู่การพัฒนาคนให้พออยู่พอกินและสามารถพึ่งตนเองได้”

๒. วัตถุประสงค์
๑. เพื่อเป็นแหล่งในการสาธิต/ฝึกอบรมการเพาะเลี้ยงสัตว์น้ำแก่เกษตรกรในพื้นที่ และบริเวณใกล้เคียง
๒. เพื่อส่งเสริมและให้บริการแก่เกษตรกรในการพัฒนาอาชีพด้านประมง
๓. เพื่อเพิ่มรายได้แก่เกษตรกรจากอาชีพการประมง
๔. เพื่อเพิ่มผลผลิตอาหารโปรตีนบริโภคมากขึ้นในพื้นที่
๕. เพื่อเป็นแหล่งผลิตพันธุ์สัตว์น้ำชนิดต่างๆ สนองตอบต่อความต้องการของเกษตรกรในพื้นที่และปล่อยในแหล่งน้ำเพื่อเพิ่มผลผลิตสัตว์น้ำในธรรมชาติอย่างยั่งยืน
๖. เพื่อเป็นแหล่งผลิตอาหารโปรตีนประเภทปลาให้แก่นักเรียนบริโภคเป็นอาหารกลางวัน และเป็นศูนย์กลางในการเผยแพร่ความรู้ถ่ายทอดให้เกษตรกรในหมู่บ้าน รวมทั้งปลูกฝังและฝึกอบรมให้นักเรียนมีความรู้และประสบการณ์ในการเพาะเลี้ยงสัตว์น้ำ
