โครงการฯ ได้กำหนดจุดสุ่มตัวอย่าง โดยพิจารณาจากท่าเทียบเรือ สะพานปลา แพปลา และอู่ซ่อมเรือที่กลุ่มเป้าหมายจะเข้ามาเทียบท่าเพื่อขนถ่ายสัตว์น้ำที่จับได้ในจังหวัดSurat Thani และNakhon Si Thammarat โดยวิธีการสุ่มตัวอย่างที่โครงการฯ เลือกใช้ในการสำรวจ คือ การสุ่มตัวอย่างโดยวิธีบังเอิญ (Accidental sampling) ที่จุดสุ่มตัวอย่างที่กำหนดไว้ข้างต้น โดยเก็บตัวอย่างจากเรือประมงพาณิชย์ที่เข้าเทียบท่า ซึ่งต้องเป็นเรือที่จดทะเบียนเครื่องมือประมงพาณิชย์ในจังหวัดที่เกี่ยวข้องเท่านั้น โดยผู้สำรวจจะดำเนินการสอบถามเจ้าของเรือประมง หรือไต๋เรือ หรือผู้ที่ได้รับมอบหมายจำนวน 1 รายต่อเรือ 1 ลำ จนได้จำนวนครบตามขนาดตัวอย่างที่กำหนดไว้
