โครงการศึกษาความเหมาะสมและออกแบบเบื้องต้นระบบรถไฟรางคู่เพื่อการขนส่งและการจัดการโลจิสติกส์ (ระยะที่ 1) เป็นโครงการที่สืบเนื่องจากนโยบาลของรัฐบาลเกี่ยวกับการพัฒนา โครงสร้างพื้นฐานเพื่อยกระดับคุณภาพชีวิต และเพิ่มความสามารถในการแข่งขันของประเทศ โดยมีวัตถุประสงค์หลักของการศึกษา 2 ส่วน ได้แก่
1) ศึกษาความเหมาะสมโครงการก่อสร้างทางรถไฟทางคู่ โดยการคัดเลือกแนวเส้นทาง กำหนดแนวเขตทาง การวางรูปแบบโครงสร้างในช่วงที่เป็นจุดตัดโครงการอื่นและเสนอโครงสร้างพื้นฐานที่จำเป็นรวมทั้งการออกแบบเบื้องต้น เพื่อเชื่อมโยงระบบและโครงสร้างพื้นฐานร่วมกับระบบการขนส่งรูปแบบอื่นได้อย่าง มีประสิทธิภาพ
2) ศึกษาผลตอบแทนด้านเศรษฐกิจ สังคม การเงิน ผลกระทบสิ่งแวดล้อมและแนวการลงทุน ที่เหมาะสมของโครงการ
