เมืองนนทบุรี มีความเป็นมาทางประวัติศาสตร์อันยาวนานกว่า 400 ปี ตั้งอยู่ริมแม่น้ำเจ้าพระยา มีคูคลองน้อยใหญ่มากมาย เป็นเมืองเก่าแก่สมัยกรุงศรีอยุธยาเป็นราชธานี เดิมตั้งอยู่ที่ตำบลบ้านตลาดขวัญ ซึ่งเป็นสวนผลไม้ที่ขึ้นชื่อในสมัยนั้น ได้รับการยกฐานะเป็นเมืองนนทบุรีเมื่อ พ.ศ. 2092

เมื่อ พ.ศ. 2208 สมเด็จพระนารายณ์มหาราชทรงเห็นว่า แม่น้ำเปลี่ยนทางเดินใหม่นั้น ทำให้ข้าศึกประชิดพระนครได้ง่าย จึงโปรดเกล้าฯ ให้สร้างป้อมปราการตรงปากแม่น้ำอ้อม และโปรดเกล้าฯให้ย้ายเมืองนนทบุรีมาอยู่ปากแม่น้ำอ้อมด้วย ดังมีศาลหลักเมืองปรากฏอยู่ นอกจากป้อมที่ปากแม่น้ำอ้อมแล้วเข้าใจว่าในสมัยกรุงศรีอยุธยาคงจะได้มีการสร้างป้อมไม้เอาไว้ที่บริเวณวัดเฉลิมพระเกียรติในปัจจุบัน เพราะปรากฏหลักฐานจากจดหมายเหตุรายวันของบาทหลวง เดอ ชัวซีย์ ผู้ซึ่งเดินทางร่วมมากับคณะราชทูตของพระเจ้าหลุยส์ที่ 14 ที่เข้ามาเจริญทางพระราชไมตรี

ส่วนป้อมทับทิมเข้าใจว่าคงตั้งอยู่ ณ บริเวณหน้าวัดเฉลิมพระเกียรติในปัจจุบัน ต่อมาในสมัยรัชกาลที่ 4 แห่ง กรุงรัตนโกสินทร์ โปรดเกล้าฯให้ย้ายเมืองนนทบุรีไปตั้งที่ปากคลองบางซื่อบ้านตลาดขวัญ และในสมัยรัชกาลที่ 5 ทรงโปรดเกล้าฯ ให้ตั้งศาลากลางเมืองขึ้นที่ปากคลองบางซื่อ ฝั่งซ้ายของแม่น้ำเจ้าพระยา จนถึงปี พ.ศ. 2471 รัชกาลที่ 7 ทรงโปรดเกล้าฯ ให้ย้ายศาลากลางมาตั้งที่ราชวิทยาลัย บ้านบางขวาง ตำบลบางตะนาวศรี

ปัจจุบันเป็นที่ตั้งกองฝึกอบรมกระทรวงมหาดไทยตั้งอยู่บนถนนประชาราษฎร์ สาย 1 อำเภอเมือง ริมแม่น้ำเจ้าพระยา ตัวอาคารเป็นสถาปัตยกรรมแบบยุโรปตามอาคารประดับด้วยไม้ฉลุ ตั้งอยู่ริมฝั่งแม่น้ำเจ้าพระยา กรมศิลปากรได้ขึ้นบัญชีเป็นโบราณสถานแห่งหนึ่ง และในปัจจุบันศาลากลางจังหวัดนนทบุรีได้ย้ายที่ทำการมาอยู่ที่ถนนรัตนาธิเบศร์ จังหวัดนนทบุรี ตั้งอยู่ในภาคกลางเป็นจังหวัดหนึ่งใน 5 จังหวัดปริมณฑล คือ นนทบุรี สมุทรปราการ นครปฐม สมุทรสาครและปทุมธานี มีเนื้อที่ประมาณ 622.303 ตารางกิโลเมตร มีแม่น้ำเจ้าพระยาไหลผ่านและแบ่งพื้นที่ของจังหวัดออกเป็น 2 ส่วน เขตการปกครองแบ่งออกเป็น อำเภอเมืองนนทบุรี อำเภอปากเกร็ด อำเภอบางกรวย อำเภอบางใหญ่ อำเภอบางบัวทองและอำเภอไทรน้อย
