พระบาทสมเด็จพระเจ้าอยู่หัวได้ทรงพระราชดำรัสเนื่องในวโรกาสวันเฉลิมพระชนมพรรษา เมื่อวันที่ ๔ ธันวาคม พ.ศ. ๒๕๓๖ ว่า

“… ปัญหาเรื่องภัยแล้งนี้จะเป็นปัญหาที่แก้ไม่ได้ และหมู่นี้ก็พูดกันอย่างเสียขวัญเสียว่าอีกหน่อยต้องปันส่วนน้ำหรือต้องตัดน้ำประปา อันนี้สำหรับกรุงเทพฯ ดังนั้น ต้องหาแนวทางแก้ไขซึ่งปัญหานี้ต้องวางแผนมาเป็นเวลาหลายปีแล้ว ถ้าหากว่าได้ปฏิบัติในวันนี้ เราก็ไม่ต้องพูดถึงการขาดแคลนน้ำโครงการโดยเฉพาะนั้นก็มี และโครงการนั้นได้ยืนยันมาเมื่อเดือนกว่าแล้วที่นราธิวาส ได้วางโครงการและแม้เป็นโครงการที่ไม่ได้แก้ปีนี้ หรือปีหน้า แต่ถ้าทำอย่างไรดีประมาณ ๕ หรือ ๖ ปี ปัญหาน้ำขาดแคลนในกรุงเทพฯ จะหมดไปโดยสิ้นเชิง อาจจะนึกว่า ๕-๖ ปี นั้นนาน ความจริงไม่นานและระหว่างนี้เราก็พยายามแก้ไขเฉพาะหน้าไปเรื่อย แต่ถ้ามีความหวังว่า ๕-๖ ปี ปัญหานี้คงหมดไปก็คงมีกำลังใจที่จะฟันฝ่าชีวิตต่อไป

ที่ว่า ๕-๖ ปีนี้ ความจริงได้เริ่มโครงการนี้มากกว่า ๕-๖ ปี โครงการที่คิดจะทำนี้บอกได้ ไม่กล้าพูดมาหลายปีแล้วเพราะเดี๋ยวจะมีการคัดค้านจากผู้เชี่ยวชาญจากผู้ที่ต่อต้านการทำโครงการ แต่โครงการนี้เป็นโครงการที่อยู่ในวิสัยที่ทำได้ แม้จะต้องเสียค่าใช้จ่ายไม่ใช่น้อย แต่ถ้าดำเนินการไปเดี๋ยวนี้อีก ๕-๖ ปี ข้างหน้าเราก็สบาย แต่ถ้าไม่ทำในอีก ๕-๖ ปีข้างหน้าราคาค่าสร้างค่าดำเนินการก็จะขึ้นไป ๒ เท่า ๓ เท่า ลงท้ายก็จะต้องประวิงต่อไป และเมื่อประวิงต่อไปไม่ได้ทำ เราก็ต้องอดน้ำแน่จะกลายเป็นทะเลทราย แล้วเราก็จะอพยพไปที่ไหนไม่ได้ โครงการนี้คือสร้างอ่างเก็บน้ำ ๒ แห่ง แห่งหนึ่งคือแม่น้ำป่าสัก อีกแห่งคือ แม่น้ำนครนายก สองแห่งรวมกันจะเก็บกักน้ำเหมาะสมพอเพียงสำหรับการบริโภค การใช้ในเขตกรุงเทพฯ และเขตใกล้เคียงที่ราบลุ่มของประเทศไทยนี้ สำหรับการใช้น้ำนั้นต้องทราบว่าแต่ละคนใช้อยู่อย่างสบายพอสมควร โดยเฉลี่ยวันหนึ่งใช้คนละ ๒๐๐ ลิตร ถ้าคำนวณดูว่าวันละ ๒๐๐ ลิตรนี้ ๕ คน ก็ใช้ ๑,๐๐๐ ลิตร คือหนึ่งลูกบาศก์เมตรต่อวัน ถ้าปีหนึ่งคูณ ๓๖๕ ก็หมายความว่า ๕ คนใช้ในหนึ่งปี ๓๖๕ ลูกบาศก์เมตร ในกรุงเทพฯ และในบริเวณใกล้เคียงนี้เรานับเอาคร่าวๆ ว่ามี ๑๐ ล้านคน ๑๐ ล้านคนก็คูณเข้าไปก็เป็น ๗๓๐ ล้านลูกบาศก์เมตร ฉะนั้นเราเก็บกัก ๗๓๐ ล้านลูกบาศก์เมตรในเขื่อนเราก็สามารถที่จะบริการคนในละแวกนี้ คนในภาคกลางใกล้กรุงเทพฯ นี้ได้ตลอดไป แล้วก็ไม่มีความขาดแคลน เขื่อนป่าสักที่ตอนแรกวางแผนให้จุได้ ๑,๓๕๐ ล้านลูกบาศก์เมตร แต่แก้ไปแก้มาก็เหลือ ๗๕๐ ล้านกว่าๆ ตามตัวเลขที่ให้ไว้นี้แม้เขื่อนป่าสักเขื่อนเดียวก็พอสำหรับการบริโภคแน่นอน ไม่แห้ง ถ้าเติมอีกโครงการที่นครนายกจะได้อีก ๒๔๐ ล้านลูกบาศก์เมตร ก็เกินพอ... ”

เขื่อนป่าสักชลสิทธิ์ ตั้งอยู่ที่ตำบลหนองบัว อำเภอพัฒนานิคม จังหวัดลพบุรี และตำบลพราน อำเภอวังม่วง จังหวัดสระบุรี พื้นที่ของโครงการมีทั้งสิ้น ๑๐๕,๓๐๐ ไร่ ซึ่งมีรายละเอียดังนี้

•  จังหวัดลพบุรี มีทั้งสิ้น ๙๖,๖๕๘ ไร่ ครอบคลุม ๓ อำเภอได้แก่ อำเภอพัฒนานิคม อำเภอท่าหลวง และอำเภอชัยบาดาล 
•  จัหวัดสระบุรี มีทั้งสิ้น ๘,๖๔๒ ไร่ คือ อำเภอวังม่วง 
เขื่อนป่าสักชลสิทธิ์ เป็นเขื่อนดินชนิดมีแกนดินเหนียวยาว ๔,๘๖๐ เมตร สูง ๓๑.๕๐ เมตร ระดับน้ำกักเก็บสูงสุด +๔๓.๐๐ ม.รทก. เก็บน้ำได้ ๙๖๐ ล้านลูกบาศก์เมตร

งบประมาณการดำเนินงานรวมทั้งสิ้น ๑๙,๒๓๐.๗๙๐๐ ล้านบาท
