พระราชดำริในการก่อตั้งมูลนิธืส่งเสร

พระราชดำริในการก่อตั้งมูลนิธืส่งเสริมศิลปาชีพฯ นั้น มีมาตั้งแต่เมื่อครั้งตามเสด็จพระราชดำเนินไปเยี่ยมเยียนราษฎรในชนบท เป็นครั้งแรก เมื่อวันที่ 2 ธันวาคม พ.ศ. 2498 ในภาคตะวันออกเฉียงเหนือ ทรงเห็นชาวบ้านนุ่งซิ่นไหมมัดหมี่กันเป็นส่วนใหญ่ จึงทรงเล็งเห็นว่าชาวบ้านมีฝีมือในงานหัตถกรรมอยู่แล้ว จึงมีพระราชดำริส่งเสริมอาชีพให้แก่ชาวบ้าน เพื่อได้มีรายได้ทดแทนกรณีที่ผลผลิตทางการเกษตรต้องเสียหาย ไม่ได้ผล อันเนื่องจากภัยธรรมชาติ

ในช่วงแรกสมเด็จพระบรมราชินีได้ทรงพระกรุณาโปรดเกล้าฯ ให้ชาวบ้านทอผ้าไหมมัดหมี่ แล้วทรงรับซื้อเอาไว้ เป็นการสนับสนุน ฟื้นฟู และพัฒนาฝีมือการทอในเบื้องต้น
