มหาวิทยาลัยนเรศวร พะเยา ได้ก่อตั้งข

มหาวิทยาลัยนเรศวร พะเยา ได้ก่อตั้งขึ้นตามมติคณะรัฐมนตรีเมื่อวันที่ 20 มิถุนายน 2538 ซึ่งอนุมัติ “โครงการกระจายโอกาสทางการศึกษาไปยังส่วนภูมิภาค (จังหวัดพะเยา) ของมหาวิทยาลัยนเรศวร” และเมื่อวันที่ 8 ตุลาคม 2539 คณะรัฐมนตรีมีมติให้เปลี่ยนชื่อเป็นมหาวิทยาลัยนเรศวร พะเยา ซึ่งสถานที่ที่ใช้จัดการเรียนการสอนในปัจจุบันตั้งอยู่ ณ ตำบลแม่กา อำเภอเมือง จังหวัดพะเยา มหาวิทยาลัยนเรศวร ได้รับอนุมัติจากกระทรวงมหาดไทยและจังหวัดพะเยาในการเข้าใช้ประโยชน์พื้นที่เป็นที่ตั้งของมหาวิทยาลัย โดยได้เปิดรับนิสิตสาขาวิชาที่เกี่ยวข้องกับวิทยาศาสตร์และเทคโนโลยีครั้งแรกในปีการศึกษา 2543 ใน 3 สาขาวิชา คือ สาขาวิชาพืชศาสตร์ สาขาวิชาการประมง และสาขาวิชาอุตสาหกรรมเกษตร โดยดำเนินการจัดการหลักสูตรภายใต้สำนักวิชาเกษตรศาสตร์ ทรัพยากรธรรมชาติและสิ่งแวดล้อม มหาวิทยาลัยนเรศวร และการบริหารหลักสูตรโดยสำนักวิชาการ วิทยาเขตพะเยา


เมื่อวันที่ 22 มิถุนายน พ.ศ. 2544 สำนักวิชาการมหาวิทยาลัยนเรศวร พะเยาได้มีการแบ่งการบริหารออกเป็นกลุ่มวิชาเทคโนโลยีสารสนเทศ กลุ่มวิชาศิลปศาสตร์ และกลุ่มวิชาวิทยาศาสตร์และเทคโนโลยี โดยแบ่งการทำงานตามหลักสูตรที่เปิดสอน ซึ่งกลุ่มวิชาวิทยาศาสตร์และเทคโนโลยี มีหน้าที่รับผิดชอบในการบริหารหลักสูตรของ 3 สาขาวิชา คือ สาขาวิชาพืชศาสตร์ สาขาวิชาการประมง และสาขาวิชาอุตสาหกรรมเกษตร โดยนิสิตสาขาวิชาอุตสาหกรรมเกษตรจะต้องย้ายไปเรียน ณ มหาวิทยาลัยนเรศวร พิษณุโลก ในชั้นปีที่ 3-4 และในปีการศึกษา 2548 เป็นต้นมา มหาวิทยาลัยนเรศวร พะเยา มีแผนการรับนิสิตเข้าศึกษาต่อในสาขาวิชาเคมี สาขาวิชาชีววิทยา ทำให้กลุ่มวิชาวิทยาศาสตร์และเทคโนโลยี มีหน้าที่ในการบริหารหลักสูตรวิทยาศาสตร์บัณฑิตของมหาวิทยาลัยนเรศวร พะเยารวมเป็น 5 หลักสูตร (5 สาขาวิชา)


ต่อมา เมื่อวันที่ 28 มิถุนายน 2547 มหาวิทยาลัยนเรศวร พะเยา ได้มีการปรับโครงสร้างการบริหารงานภายในวิทยาเขต โดยมีการปรับโครงสร้างด้านวิชาการขึ้นใหม่ ประกอบด้วย สำนักวิชาเกษตรศาสตร์ ทรัพยากรธรรมชาติ และสิ่งแวดล้อม สำนักวิชาเทคโนโลยีสารสนเทศและการสื่อสาร สำนักวิชาวิทยาการจัดการและสารสนเทศศาสตร์ สำนักวิชาวิทยาศาสตร์สุขภาพ สำนักวิชาวิทยาศาสตร์และเทคโนโลยี และสำนักวิชาวิศวกรรมศาสตร์ และตามมติที่ประชุมสภามหาวิทยาลัยนเรศวร ในคราวประชุมครั้งที่ 114 (4/2547) เมื่อวันที่ 24 สิงหาคม 2547 สำนักวิชาเกษตรศาสตร์ และทรัพยากรธรรมชาติ จึงได้ยกระดับเป็นหน่วยงานเทียบเท่าภาควิชา


ในปีการศึกษา 2552 สำนักวิชาเกษตรศาสตร์ และทรัพยากรธรรมชาติ ได้เปิดหลักสูตรเพิ่มอีก 2 หลักสูตร คือ หลักสูตรวิทยาศาสตร์บัณฑิตสาขาวิชาเกษตรศาสตร์ (แขนงวิชาสัตวศาสตร์) และการผลิตพืชอุตสาหกรรม และตั้งแต่ปีการศึกษา 2553 เป็นต้นไป สำนักวิชาเกษตรศาสตร์ฯ ทำการสอนนิสิตสาขาวิชาอุตสาหกรรมเกษตรทั้ง 4 ชั้นปี ณ มหาวิทยาลัยนเรศวร พะเยา


ในปีการศึกษา 2553 มหาวิทยาลัยนเรศวร พะเยา ได้ยกฐานะเป็นมหาวิทยาลัยและเปลี่ยนชื่อเป็น ”มหาวิทยาลัยพะเยา” ดังนั้นสำนักวิชาเกษตรศาสตร์ และทรัพยากรธรรมชาติจึงได้เป็นองค์กรเทียบเท่ากับคณะและได้เปลี่ยนเป็น คณะเกษตรศาสตร์และทรัพยากรธรรมชาติ


คณะเกษตรศาสตร์และทรัพยากรธรรมชาติ มหาวิทยาลัยพะเยา เป็นหน่วยงานซึ่งมุ่งที่จะเพิ่มคุณภาพชีวิตของประชากร โดยเฉพาะอย่างยิ่งการนำองค์ความรู้ นวัตกรรมด้านวิทยาศาสตร์และเทคโนโลยีทางการเกษตร สัตวศาสตร์ การประมง อุตสาหกรรมเกษตร เทคโนโลยีชีวภาพ การผลิตพืชอุตสาหกรรม และการจัดการทรัพยากรธรรมชาติ มาผสมผสานกับภูมิปัญญาท้องถิ่นด้านการเกษตรให้เหมาะสมกับสภาพภูมิศาสตร์ เศรษฐกิจ และสังคมในเขตภาคเหนือตอนบน ซึ่งนอกจากจะช่วยพัฒนาเศรษฐกิจของภาคเหนือตอนบนได้แล้ว ยังช่วยสกัดกั้นและลดค่าใช้จ่ายของนักเรียนที่สำเร็จการศึกษาในภูมิภาคเหนือตอนบนที่ประสงค์จะเข้าศึกษาในสาขาวิชาด้านเกษตรศาสตร์ และทรัพยากรธรรมชาติ โดยไม่ต้องเข้าไปศึกษาในมหาวิทยาลัยส่วนกลางหรือภูมิภาคอื่น
