นางอภิรดีตันตราภรณ์รัฐมนตรีว่าการกระทรวงพาณิชย์เปิดเผยถึงการประชุมรัฐมนตรีความตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค ครั้งที่ 3 (Regional Comprehensive Economic Partnership (RCEP) Ministerial Meeting) เมื่อวันที่ 24 สิงหาคม 2558 ในช่วงการประชุมรัฐมนตรีเศรษฐกิจอาเซียน ครั้งที่ 47 ณ กรุงกัวลาลัมเปอร์ประเทศมาเลเซีย เพื่อรับทราบความคืบหน้าการเจรจา และปลดล็อคสําคัญเรื่องรูปแบบการเปิดตลาดสินค้ากลุ่มแรก คาดจะสามารถสรุปผลการเจรจาได้ในปี 2016

นายธวัชชัย โสภาเสถียรพงศ์อธิบดีกรมเจรจาการค้าระหว่างประเทศ ในฐานะหัวหน้าผู้แทนไทยเข้าร่วมการประชุมรัฐมนตรี RCEP ครั้งที่ 3 กล่าวถึง สาระสําคัญของการประชุมครั้งนี้ว่า สามารถตกลงวิธีการลดภาษีสินค้ากลุ่มแรกได้แล้ว และจะตกลงในรายละเอียดของการลดภาษีแนวทางการเปิดเสรีการค้าบริการ การลงทุน และการจัดทําข้อผูกพันให้แล้วเสร็จ เพื่อให้สามารถรายงานต่อผู้นํา RCEP ในการประชุมผู้นําอาเซียนในเดือนพฤศจิกายนศกนี้สําหรับเรื่องอื่นๆ เพื่อให้ RCEP เป็นความตกลงที่ทันสมัย เป็นประโยชน์เพิ่มขึ้น และครอบคลุมประเด็นต่างๆ ครบถ้วน จึงควรให้มีการเจรจาต่อเนื่องในปี 2016

นายธวัชชัย กล่าวต่อว่า “การเจรจา RCEP เต็มไปด้วยความท้าทาย แต่สมาชิก 16 ชาติอันได้แก่อาเซียน 10 ประเทศ จีน เกาหลีญี่ปุ่น อินเดีย ออสเตรเลีย และนิวซีแลนด์ยังคงมุ่งมั่นที่จะผลักดันให้ RCEP เกิดขึ้น เนื่องจากเชื่อมั่นว่าภูมิภาค RCEP จะเป็นตลาดที่เติบโตและมีศักยภาพมหาศาลในอนาคต มีโอกาสทางการค้ามากมายรออยู่ด้วยเป็นภูมิภาคที่มี GDP รวมกันกว่า 22.7 ล้านล้านเหรียญสหรัฐ คิดเป็นร้อยละ 29.3 ของ GDP โลก ในปี 2014 มูลค่าการค้าระหว่างสมาชิก RCEP มีมูลค่าสูงถึง 10.8 ล้านล้านเหรียญสหรัฐ คิดเป็นร้อยละ 28.4 ของมูลค่าการค้าโลก และมีเงินลงทุนเข้ามาในภูมิภาค RCEP ถึง 3.663 แสนล้านเหรียญสหรัฐ คิดเป็นร้อยละ 29.8 ของมูลค่าการลงทุนโดยตรงจากต่างประเทศของโลก”

นายธวัชชัย กล่าวต่อไปว่า “ประโยชน์สําคัญที่ไทยจะได้จากการเจรจา RCEP คือเรื่องการปรับประสานกฎถิ่นกําเนิดสินค้าให้เป็นหนึ่งเดียวในภูมิภาค RCEP จากเดิมที่ไทยและอาเซียนมีกฎถิ่นกําเนิดสินค้าแตกต่างกันระหว่างแต่ละประเทศคู่เจรจาภายใต้ความตกลงอาเซียน+1 ทั้ง 5 ฉบับ เนื่องจากในปัจจุบันการค้าระหว่างประเทศในภูมิภาค RCEP ส่วนใหญ่ เป็นการค้าวัตถุดิบ และสินค้าขั้นกลางเพื่อนําไปผลิตต่อเนื่องเป็นสินค้าสําเร็จรูป การยกเลิกภาษีการปรับประสานกฎถิ่นกําเนิด และกฎระเบียบอื่นระหว่าง 16 ประเทศให้มีความสอดคล้องกัน จะช่วยอํานวยความสะดวกทางการค้าให้กับผู้ประกอบการ ส่งเสริมการเชื่อมโยงเครือข่ายการผลิต และดึงดูดการลงทุนเข้ามาสู่ไทยและภูมิภาค RCEP โดยรวม”
