ได้รับการประกาศเป็นอุทยานแห่งชาติเมื่อวันที่ 31 ธันวาคม 2534 ครอบคลุมพื้นที่อำเภอโขงเจียม อำเภอศรีเมืองใหม่และอำเภอโพธิ์ไทรมีพื้นที่ติดกับประเทศลาว โดยมีแม่น้ำโขงเป็นเส้นแบ่งพรมแดนมีพื้นที่ประมาณ 140 ตารางกิโลเมตร สภาพภูมิประเทศเป็นที่ราบสูงและเนินเขามีหน้าผาสูงชันซึ่งเกิดจากการแยกตัวของผิวโลก สภาพป่าโดยทั่วไปเป็นป่าเต็งรังมีหินทรายลักษณะแปลกตากระจายอยู่ทั่วบริเวณมีพันธุ์ไม้ดอกที่สวยงามขึ้นอยู่ตามลานหิน การเดินทางจากอำเภอโขงเจียมใช้เส้นทาง2134 ต่อด้วยเส้นทาง 2112 แล้วแยกขวาไปผาแต้มอีกราว 5 กิโลเมตรรวมระยะทางจากโขงเจียมประมาณ 18 กิโลเมตร สถานที่น่าสนใจในอุทยานฯ ได้แก่
