เกี่ยวข้องกับความยากจนและการเมืองการปกครองในระบอบประชาธิปไตยมาเป็นกรอบใน
การศึกษาดังต่อไปนี้
2.1 กรอบแนวคิดเกี่ยวกับความยากจน
ปัญหาความยากจนเป็นปัญหาในเชิงระบบ และโครงสร้างระดับชาติที่สั่งสมมานานใน
สังคมไทยจนเป็นอุปสรรคสําคัญ ต่อความยั่งยืนของการพัฒนาประเทศ แม้ว่าภาครัฐจะให้ความ
สนใจ ในการแก้ไขปัญหาความยากจนมาโดยตลอด โดยเฉพาะตั้งแต่แผนพัฒนาเศรษฐกิจและ
สังคมแห่งชาติฉบับที่ 5 (2525-2529) เป็นต้นมาแต่ยังไม่สามารถแก้ไขให้บรรลุผลที่จริงจังได้
ขณะที่สภาพแวดล้อมทางการเมือง เศรษฐกิจ สังคม และสิ่งแวดล้อมที่เปลี่ยนแปลงไปในปัจจุบัน
ได้ส่งผลให้ปัญหาความยากจน มีความสลับซับซ้อนยิ่งขึ้น ปัญหาความยากจน จึงจําเป็นต้องได้รับ
การแก้ไขอย่างเป็นองค์รวม ที่เชื่อมโยงมิติต่าง ๆ เข้าด้วยกันอย่างเป็นระบบ
เมื่อกล่าวถึง “ความยากจน” คํานิยามเดิมที่เข้าใจและใช้อย่างแพร่หลายนั้น มักอิง
แนวคิดทางเศรษฐศาสตร์ที่คํานึงถึงระดับรายได้หรือฐานะทางเศรษฐกิจที่บุคคลสามารถดํารงชีพได้
