จากความต้องการฟื้นฟูเศรษฐกิจและสังคมโลกภายหลังสงครามโลกครั้งที่สอง และความต้องการตรงกันที่ต้องการแก้ไขปัญหาอุปสรรคการค้าของโลก จึงได้มีการพยายามที่จะจัดตั้งองค์การการค้าระหว่างประเทศ (International Trade Organization : ITO) เพื่อจัดระเบียบการค้าระหว่างประเทศ โดยเริ่มแรกได้มีการรวมตัวกันเมื่อปี ค.ศ. 1947 (วันที่ 30 ตุลาคม 2490) มีประเทศภาคีสมาชิกเริ่มแรก 23 ประเทศ ได้มีการร่วมประชุม ณ องค์การ สหประชาชาติ นครเจนีวา ประเทศสวิตเซอร์แลนด์ เพื่อร่วมกันจัดทำข้อตกลงขึ้นมาใช้ เรียกว่า "ข้อตกลงทั่วไปว่าด้วยภาษีศุลกากรและการค้า
