จากแนวคิดในการบูรณาการการจัดทำแผนพัฒนาคุณธรรมความซื่อตรงกับกระบวนการสมัชชาคุณธรรม จะเห็นได้ว่า เส้นทางของกระบวนการสมัชชาคุณธรรมสามารถเป็นกลไกสนับสนุนการเริ่มต้นเคลื่อนขบวนที่ก่อให้เกิดทิศทางร่วมในการนำไปสู่การจัดทำแผนพัฒนาความซื่อตรงแห่งชาติ เพื่อก้าวต่อไปที่มีความชัดเจนและมีความเป็นไปได้ในทางปฏิบัติมากขึ้นได้ รวมถึงมีการเชื่อมโยงให้เกิดพลังในการผลักดันไปสู่ช่องทางการขับเคลื่อนที่ต่อเนื่อง คณะกรรมาธิการฯ จึงได้ประสานขอความร่วมมือจากศูนย์คุณธรรม เพื่อขับเคลื่อนงานส่วนที่สองในกลุ่มข้าราชการของรัฐและนักการเมือง โดยอาศัยกระบวนการสมัชชาคุณธรรมที่จะจัดขึ้น เป็นเครื่องมือในการทำงานร่วมกันของบุคคล กลุ่มองค์กรภาคี แบบมีส่วนร่วมทางความคิดและการปฏิบัติ เพราะเป็นเวทีสาธารณะที่เปิดโอกาสให้ทุกๆ ฝ่ายในสังคมได้มาพบปะ แลกเปลี่ยนประสบการณ์ ความรู้ และค้นหาทางออกร่วมกัน เกิดทิศทางร่วมในการผลักดันเพื่อเสริมสร้างคุณธรรมความซื่อตรงของชาติทั้งในเชิงปฏิบัติและเชิงนโยบาย ตามกระบวนการที่ศูนย์คุณธรรมใช้เป็นเครื่องมือในการขับเคลื่อนคุณธรรมในสังคมไทยอย่างต่อเนื่องและสามารถขยายเครือข่ายคุณธรรมให้แผ่กว้างเพิ่มมากขึ้น ดังนั้น เพื่อเป็นการผสานพลังกันได้อย่างลงตัวและเหมาะสมทั้งในด้านเนื้อหาและกระบวนการสร้างคุณธรรมความซื่อตรงในกลุ่มข้าราชการของรัฐและนักการเมือง วุฒิสภา โดยคณะกรรมาธิการศึกษา ตรวจสอบเรื่องการทุจริตและเสริมสร้างธรรมาภิบาล และสำนักงานคณะกรรมการพัฒนาระบบราชการในฐานะหน่วยงานที่รับผิดชอบในการวางระบบการพัฒนาคุณภาพงานและบุคลากรภาครัฐ จึงร่วมมือกับศูนย์คุณธรรมและสำนักงานคณะกรรมการพัฒนาระบบราชการ ขับเคลื่อนงานสมัชชาคุณธรรมในปีงบประมาณ ๒๕๕๓ ในประเด็นย่อย “ความซื่อตรงของเจ้าหน้าที่รัฐและนักการเมือง” โดยจัดเวทีสัมมนาให้กลุ่มเป้าหมายที่เกี่ยวข้องได้มาแลกเปลี่ยนเรียนรู้และทำความเข้าใจ เพื่อให้เกิดการยอมรับในปัญหาและความบกพร่องในเรื่องความซื่อตรงที่เกิดขึ้นในภาครัฐก่อน อันจะนำมาซึ่งข้อเสนอร่วมกัน และความร่วมมือกันในการสร้างและปรับเปลี่ยนค่านิยมความซื่อตรงให้บังเกิดขึ้นในระบบข้าราชการของรัฐและการเมืองไทย เพื่อเป็นแบบอย่างในสังคมและเป็นกลไกเชื่อมโยงการพัฒนาความซื่อตรงไปสู่ภาคส่วนอื่นๆ ต่อไป
