ตามพจนานุกรม ฉบับราชบัณฑิตยสถาน ฉบับปรับปรุง พ.ศ.2542 ได้ให้ความหมายของคำต่าง ๆ ที่
เกี่ยวข้องกับเทคโนโลยีสารสนเทศและการสื่อสาร ดังนี้
เทคโนโลยี หมายถึงวิทยาการที่เกี่ยวกับศิลปะในการนำเอาวิทยาศาสตร์ประยุกต์มาใช้ให้เกิดประโยชน์
ในทางปฏิบัติและอุตสาหกรรม
สารสนเทศ หมายถึง ข่าวสาร การแสดงหรือชี้แจงข่าวสารข้อมูลต่าง ๆ
ข้อมูล หมายถึง ข้อเท็จจริง หรือสิ่งที่ยอมรับว่าเป็นข้อเท็จจริง
การสื่อสาร หมายถึง การนำสื่อหรือข้อความของฝ่ายหนึ่งส่งให้อีกฝ่ายหนึ่ง ประกอบด้วยผู้ส่งข่าวสาร
หรือแหล่งกำเนิดข่าวสาร ช่องทางการส่งข้อมูล ซึ่งเป็นสื่อกลางหรือตัวกลางอาจเป็นสายสัญญาณ และหน่วยรับ
ข้อมูลหรือผู้รับสาร
จากความหมายดังกล่าว สามารถกล่าวขยายอธิบายเพิ่มเติมได้ คือ
เทคโนโลยี (Technology) มีความหมายมาจากคำ 2 คำ คือเทคนิค (Technique) ซึ่งหมายถึง วิธีการที่มีการพัฒนาและสามารถนำไปใช้ได้ และคำว่า ลอจิก (Logic) ซึ่งหมายถึงวิธีการปฏิบัติที่มีการจัดลำดับอย่างมีรูปแบบและขั้นตอนเพื่อที่จะทำให้เกิดประสิทธิภาพในเรื่องความเร็ว (Speed) ความน่าเชื่อถือ (Reliably) และความถูกต้อง ซึ่งคุณสมบัติที่กล่าวถึงนี้มีอยู่อย่างครบถ้วนในเครื่องคอมพิวเตอร์

เทคโนโลยี ในความหมายของคำว่าเทคโนโลยีสารสนเทศและการสื่อสารก็คือ เทคโนโลยีคอมพิวเตอร์ซึ่งเป็นเครื่องมือที่ช่วยประมวลผลข้อมูลให้ได้มาซึ่งสารสนเทศ โดยระบบคอมพิวเตอร์ประกอบด้วยองค์ประกอบหลักที่สำคัญคือ ฮาร์ดแวร์ หรือตัวเครื่องและอุปกรณ์รอบข้าง ซอฟต์แวร์หรือโปรแกรม และผู้ทำงานที่ต้องการทำงานอย่างสัมพันธ์กัน

สื่อสาร ได้แก่ อินเทอร์เน็ต โดยเฉพาะบริการเวิลด์ไวด์เว็บ (World Wide Web) หรือ (web)
จึงกล่าวได้ว่า เทคโนโลยีสารสนเทศ หมายถึง "วิทยาการต่างๆ ที่ใช้ในการสื่อสารข้อมูลข่าวสาร
ของฝ่ายหนึ่งส่งให้อีกฝ่ายหนึ่ง" กล่าวคือ เทคโนโลยีสารสนเทศ เป็นเทคโนโลยีที่เกี่ยวข้อง กับการจัดการ
สารสนเทศ ที่อาศัยเทคโนโลยีด้านคอมพิวเตอร์ และเทคโนโลยีสื่อสารโทรคมนาคมเป็นหลัก ตั้งแต่การ

สารสนเทศไว้ใช้งานได้อย่างทันเหตุการณ์ก่อให้เกิดประสิทธิภาพทั้งในด้านการผลิต การบริการ การบริหาร
และ การดำเนินงานต่าง ๆ รวมทั้งเพื่อการศึกษา และการเรียนรู้ ซึ่งจะส่งผลต่อความได้เปรียบทางด้าน
เศรษฐกิจ การค้า และการพัฒนาคุณภาพชีวิต และคุณภาพของประชาชนในสังคม
ปัจจุบันเทคโนโลยีถูกนำมาใช้ในทุกวงการ เช่น นำมาใช้ในวงการแพทย์ เรียกว่า เทคโนโลยี
ทางการแพทย์ (Medical Technology) นำมาใช้ทาง การเกษตร เรียกว่า เทคโนโลยีทางการเกษตร (Agricultural
Technology) นำมาใช้ทางการอุตสาหกรรม เรียกว่า เทคโนโลยีทางอุตสาหกรรม (Industrial Technology)
นำมาใช้ทางการสื่อสาร เรียกว่า เทคโนโลยีการสื่อสาร (Communication Technology) และนำมาใช้ในวงการ
อื่น ๆ อีกมากมาย รวมทั้งนำมาใช้ในวงการศึกษา ที่เรียกว่า เทคโนโลยีทางการศึกษา (Educational Technology)
เทคโนโลยีการสื่อสาร หมายถึง เทคโนโลยีในการสื่อสารยุคใหม่ 4 กลุ่ม ได้แก่
