การศึกษาครั้งนี้เป็นการศึกษาเป็นการวิจัยเชิงคุณภาพ (Qualitative Research Method) โดยทำการวิจัยเอกสาร(Documentary research),การสังเกต (Observation) และการสัมภาษณ์แบบเจาะลึก (In-depth Interview) เพื่อศึกษาข้อมูลเกี่ยวกับกลยุทธ์การบริหารความเสี่ยงของสายงานจัดหาและตลาดค้าส่งก๊าซธรรมชาติ บริษัท ปตท. จำกัด (มหาชน) เป็นการวิจัยเชิงคุณภาพ (Qualitative Research Method) โดยทำการวิจัยเอกสาร(Documentary research),การสังเกต (Observation) และการสัมภาษณ์แบบเจาะลึก (In-depth Interview) เพื่อศึกษาข้อมูลเกี่ยวกับกลยุทธ์การบริหารความเสี่ยงของสายงานจัดหาและตลาดค้าส่งก๊าซธรรมชาติ บริษัท ปตท. จำกัด (มหาชน) โดยมีกลุ่มตัวอย่างที่ศึกษา 1) จากวิธีการสังเกตการณ์ คือ พนักงานสายงานจัดหาและตลาดค้าส่งก๊าซธรรมชาติ หน่วยธุรกิจก๊าซธรรมชาติ บริษัท ปตท. จำกัด (มหาชน) รวมทั้งสิ้น 52 คน 2) ขอบเขตของกลุ่มตัวอย่างจากวิธีการสัมภาษณ์เชิงลึก คือ ผู้จัดการและพนักงานส่วนกลยุทธ์และบริหารความเสี่ยง หน่วยธุรกิจก๊าซธรรมชาติ บริษัท ปตท. จำกัด(มหาชน) รวมทั้งสิ้น 5 คน ซึ่งใช้วิธีการเก็บรวบรวมข้อมูลจาก 1) การวิจัยเอกสาร(Documentary research) 2) การสังเกต (Observation) และ 3) การสัมภาษณ์แบบเจาะลึก (In-depth Interview) นำเสนอและวิเคราะห์ข้อมูลจากการสร้างข้อค้นพบจากการศึกษา เปรียบเทียบกับทฤษฎีและแนวคิด งานวิจัยที่เกี่ยวข้อง และการนำเสนอผลการศึกษาในรูปแบบเชิงพรรณนาซึ่งครอบคลุมเนื้อหาเกี่ยวกับลักษณะทั่วไปของก๊าซธรรมชาติ ได้แก่ การจัดหาก๊าซธรรมชาติ และกลยุทธ์การบริหารความเสี่ยง โดยการนำแนวคิด ทฤษฎีเกี่ยวกับการบริหารเชิงกลยุทธ์(Strategic Management)และทฤษฎีการบริหารความเสี่ยง (COSO ERM) เป็นแนวทางในการศึกษา
โดยมีข้อค้นพบจากวัตถุประสงค์ของการวิจัยข้อที่ 1 ที่ต้องการศึกษากลยุทธ์และบริหารความเสี่ยงของสายงานจัดหาและตลาดค้าส่งก๊าซธรรมชาติของบริษัท ปตท. จำกัด (มหาชน) สามารถสรุปข้อค้นพบจากการศึกษาในส่วนของกลยุทธ์และบริหารความเสี่ยงที่ส่งผลให้บริษัท ปตท. จำกัด (มหาชน) มีความเจริญก้าวหน้าอย่างยั่งยืนได้นั้น จากผลการศึกษาพบว่าบริษัท ปตท. จำกัด (มหาชน) ได้เลือกใช้กลยุทธ์การรวมตัวแบบครบวงจร (Integration Strategies) โดยประกอบด้วยกลยุทธ์ต่างๆ อาทิ เช่น 1.กลยุทธ์มุ่งเน้นถึงอนาคต (Future - Oriented) 2.กลยุทธ์การบริหารองค์การแบบองค์รวม (Holistic Approach) 3.กลยุทธ์การบริหารที่ให้ความสำคัญต่อผู้มีส่วนได้ส่วนเสียกับองค์การ (Stakeholder - Oriented) 4.กลยุทธ์การบริหารองค์การที่มุ่งเน้นผลลัพธ์ในการดำเนินงาน (Result – Based Focus) ซึ่งในแต่ละกลยุทธ์ที่ทาง ปตท. จำกัด (มหาชน) ได้เลือกใช้มีรายละเอียดที่นำมากำหนดกลยุทธ์เพื่อบริหารความเสี่ยงและในการกำหนดกลยุทธ์และบริหารความเสี่ยงได้มีการเชื่อมโยงสู่กลุ่มผู้มีส่วนได้ส่วนเสียเพื่อนำไปวางรากฐานของการกำหนดกลยุทธ์ โดยได้กำหนดผู้ที่มีส่วนได้ส่วนเสียดังนี้ 2.1 ต่อประเทศ (Country) 2.2 ต่อสังคม ชุมชน (Community) 2.3 ต่อลูกค้า (Customer) 2.4 ต่อผู้ถือหุ้น (Shareholders) 2.5 ต่อพนักงาน (Employee) และ 2.6 ต่อคู่ค้า (Partner & Supplier)
จากวัตถุประสงค์ของการวิจัยข้อที่ 2 ที่ต้องการศึกษาถึงปัจจัยที่มีผลต่อกระบวนการบรรลุวัตถุประสงค์ของกลยุทธ์การบริหารความเสี่ยงของสายงานจัดหาและตลาดค้าส่งก๊าซธรรมชาติของบริษัท ปตท. จำกัด (มหาชน) สามารถสรุปข้อค้นพบจากการศึกษาได้ดังนี้
1. กลยุทธ์เชิงรุก (Proactive) พบว่าปัจจัยแรกที่มีอิทธิพลต่อการกำหนดกลยุทธ์และบริหารความเสี่ยงคือการกำหนดกลยุทธ์เชิงรุกได้แก่ นโยบายการบริหารความเสี่ยงของบริษัท ปตท. จำกัด (มหาชน) ซึ่งองค์ประกอบของนโยบายการบริหารความเสี่ยงของบริษัท ปตท. จำกัด (มหาชน)
2.มุมมองการค้นหาปัจจัยเสี่ยงที่ครอบคลุม (Coverage of Risk) จากข้อค้นพบจากปัจจัยที่มีผลต่อกระบวนการบรรลุวัตถุประสงค์ของกลยุทธ์การบริหารความเสี่ยงของสายงานจัดหาและตลาดค้าส่งก๊าซธรรมชาติของบริษัท ปตท. จำกัด (มหาชน) นั้นคือการที่ทางบริษัท ปตท. จำกัด (มหาชน) ได้เลือกใช้กลยุทธ์ในการบริหารบุคลากรให้เหมาะสมกับงานและมองความครอบคลุมขงความเสี่ยงเป็นหลักทำให้ทางปตท.มีการจัดการความเสี่ยงได้ท่วงทันล่วงหน้าโดยจากการศึกษาผู้ศึกษาได้ศึกษาความรู้ที่ได้รับจากบริษัทปตท.จำกัด (มหาชน)ประกอบกับการสอบถามผู้จัดการส่วนกลยุทธ์และบริหารความเสี่ยงเพื่อเพิ่มความเข้าในให้มากขึ้น ผู้ศึกษาก็ได้ศึกษาและอ้างอิงการใช้ทฤษฎีการบริหารจากบนลงล่าง (Top Down) และทฤษฎีการบริหารจากล่างขึ้นบน (Bottom Up) เพื่อเป็นการตรวจสอบความเสี่ยงที่อาจจะเกิดขึ้นได้อย่างครอบคลุมและไม่มีความเสี่ยงใดๆหลุดรอดไปจากการวิเคราะห์หาความเสี่ยงทั้งจากผู้เชี่ยวชาญอย่างคณะกรรมการบริหารความเสี่ยงและพนักงานในสายงานฯซึ่งเป็นผู้รับรู้ถึงความเสี่ยงที่เกิดขึ้นในหน้างานได้อย่างชัดเจนและเข้าใจถึงสาเหตุที่เกิดขึ้น พร้อมทั้งทั้ง 2 ฝ่ายมีการประสานงานกันเพื่อหาทางออกในการกำหนดกลยุทธ์และบริหารความเสี่ยงในปัญหาที่เกิดขึ้น
