การศึกษาความรู้ความเข้าใจเกี่ยวกับการเสียภาษีเงินได้บุคคลธรรมดาของประชาชนในจังหวัดสุราษฎร์ธานีนี้ มีวัตถุประสงค์เพื่อศึกษาว่าประชาชนผู้มีเงินได้ในจังหวัดสุราษฎร์ธานี มีความรู้ความเข้าใจเกี่ยวกับการเสียภาษีเงินได้ บุคคลธรรมดามากน้อยเพียงใด และเพื่อศึกษาในปัญหาและข้อเสนอแนะ หรือคำแนะนำต่างๆของประชาชน เพื่อที่จะเพิ่มพูนความรู้ในด้านภาษีเงินได้บุคคลธรรมดาให้แก่ประชาชนได้มาก น้อย ในด้านใดบ้าง โดยกำหนดขอบเขตการศึกษาไว้เฉพาะพื้นที่ในอำเภอเมือง จังหวัดสุราษฎร์ธานี ประชากรที่ศึกษา คือประชาชนที่มีเงินได้บุคคลธรรมดาพื้นที่นี้ จำนวน 150 คน เครื่องมือในการรวบรวมข้อมูล คือ แบบสอบถาม วิธีวิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่และค่าร้อยละ
ผลการวิจัยพบว่า ผู้ตอบแบบสอบถามเป็นเพศชาย ร้อยละ 40.3 เพศหญิง ร้อยละ 59.3 มีวุฒิการศึกษา ต่ำกว่ามัธยม ร้อยละ 9.3 มัธยมศึกษาตอนต้น ร้อยละ14.0 มัธยมศึกษาตอนปลาย ร้อยละ 22.7 ปริญญาตรี ร้อยละ 46.0 และสูงกว่าปริญญาตรี ร้อยละ 8.0 มีอาชีพเป็นค้าขาย ร้อยละ 23.0 ข้าราชการ/รัฐวิสาหกิจ ร้อยละ 23.0 พนักงานลูกจ้าง ร้อย ละ 18.7 เจ้าของกิจการ ร้อยละ 18.0 และอาชีพอิสระ ร้อยละ 16.7
ผู้ตอบแบบสอบถามมีความรู้ความเข้าใจเกี่ยวกับการเสียภาษีเงินได้บุคคลธรรมดา อยู่ในระดับปาน กลาง โดยส่วนใหญ่จะมีความรู้ในขั้นพื้นฐาน ในแต่ละด้านด้านการเสียภาษีเงินได้บุคคลธรรมดา มีความรู้ ความเข้าใจ ระดับมาก ค่าเฉลี่ย 3.93 ด้านกฎหมายภาษีเงินได้บุคคลธรรมดา ค่าเฉลี่ย 3.94 ด้านความเป็นธรรมในการจัดเก็บภาษีเงินได้บุคคลธรรมดา 3.06 และด้านประชาสัมพันธ์ประชาชนให้ระดับคะแนน อยู่ในระดับปานกลาง ซึ่งน้อยกว่าทุกๆด้านอยู่ที่ค่าเฉลี่ย 2.64
ข้อเสนอแนะควรมีการให้ความรู้เกี่ยวกับการเสียภาษีเงินได้บุคคลธรรมดาแก่กลุ่มบุคคลที่ยังมีความรู้ ความเขาใจน้อย เช่น ผู้ที่มีวุฒิการศึกษาต่ำกว่ามัธยมศึกษาตอนต้น ผู้ที่มีอาชีพเจ้าของกิจการหรือค้าขาย โดยการเผยแพร่ความรู้หลากหลายรูปแบบ เช่น สื่อสิ่งพิมพ์สื่อวิทยุโทรทัศน์จัดนิทรรศการ จัดการอบรมสัมมนา และจดการอบรมเพิ่มพูนความรู้ความเขาใจเกี่ยวกบการเสียภาษีเงินได้บุคคลธรรมดาแก่กลุ่มที่ปฏิบัติหน้าที่เกี่ยวข้องกับการเสียภาษีเงินได้โดยตรง
