2) วิเคราะห์หลักสูตรและโครงสร้างรายวิชาและเนื้อหาที่ต้องการให้นักเรียนพูดได้แก่

3) สร้างแบบทักษะการพูดภาษาอังกฤษเป็นแบบทดสอบทางตรง (Direct test) จำนวน 10 ข้อ
4) นำแบบทดสอบเสนออาจารย์ที่ปรึกษาและผู้เชี่ยวชาญชุดเดิมทั้ง 3 ท่านที่ตรวจสอบแบบทักษะการพูดภาษาอังกฤษ
