โครงสร้างอำนาจระหว่างรัฐบาลกับชุมชนท้องถิ่นในปัจจุบัน ยังมีความเหลื่อมล้ำไม่ได้ดุลที่เหมาะสม เนื่องจากรัฐยังคงรวมอำนาจไว้ที่ส่วนกลาง แม้ว่าจะมีการกระจายอำนาจโดยตั้งองค์กรปกครองส่วนท้องถิ่นรูปแบบต่างๆ แล้วก็ตาม แต่องค์กรปกครองส่วนท้องถิ่นที่มีก็มีความเป็นอิสระและพึ่งพาตนเองได้น้อยมาก ส่วนชุมชนได้ถูกแปรสภาพให้กลายเป็นเครื่องมือรัฐบาล ส่งผลให้ประชาชนในฐานะเจ้าของบ้านเมืองเป็นเพียงผู้ออกเสียงลงคะแนนเลือกผู้แทนไปบริหารบ้านเมืองแทนตน
