การเรียนรู้ภาษาต่างประเทศ มุ่งหวังให้ผู้เรียนมีเจตคติที่ดีต่อภาษาต่างประเทศ สามารถใช้ภาษาต่างประเทศ สื่อสารในสถานการณ์ต่าง ๆ แสวงหาความรู้ ประกอบอาชีพ และศึกษาต่อ ในระดับที่สูงขึ้น รวมทั้งมีความรู้ความเข้าใจในเรื่องราวและวัฒนธรรมอันหลากหลายของประชาคมโลก และสามารถถ่ายทอดความคิดและวัฒนธรรมไทยไปยังสังคมโลกได้อย่างสร้างสรรค์ ประกอบด้วยสาระสำคัญ ดังนี้

• ภาษาเพื่อการสื่อสาร การใช้ภาษาต่างประเทศในการฟัง-พูด-อ่าน-เขียน แลกเปลี่ยนข้อมูล ข่าวสาร แสดงความรู้สึกและความคิดเห็น ตีความ นำเสนอข้อมูล ความคิดรวบยอดและความคิดเห็นในเรื่องต่างๆ และสร้างความสัมพันธ์ระหว่างบุคคลอย่างเหมาะสม
