จากการวิเคราะห์สภาวะแวดล้อมด้านทรัพยากรน้ำของจังหวัดเชียงใหม่ พบว่ามีจุดแข็ง จุดอ่อน โอกาส และอุปสรรค ดังนี้

จุดแข็ง (Strengths)
· มีแหล่งน้ำประเภทน้ำธรรมชาติและแหล่งน้ำที่พัฒนาแล้วหลายแหล่ง ซึ่งมีทั้งขนาดเล็ก ขนาดกลางและขนาดใหญ่ เช่น เขื่อนแม่งัดสมบูณณ์ชล เขื่อนแม่กวงอุดมธารา และมีลำเหมือง และระบบส่งน้ำเข้าถึงพื้นที่เกษตรกรรม
· เป็นแหล่งต้นน้ำที่มีทรัพยากรน้ำและสภาพป่าต้นน้ำค่อนข้างอุดมสมบูรณ์ในหลายพื้นที่
· มีประปาหมู่บ้านทั้งระบบประปาน้ำบาดาลและประปาภูเขา
· พื้นที่หลายส่วนอยู่ในเขตชลประทาน จึงได้รับประโยชน์จากโครงการชลประทานเป็นบริเวณกว้าง
