บทบาทหน้าที่ของกรมการศึกษานอกระบบต่อการมีส่วนร่วมในชุมชน
คือ การส่งเสริมให้ประชาชน ได้มีโอกาสเรียนรู้อย่างต่อเนื่องและสมดุลในช่วงชีวิต ได้แก่ การศึกษาเพื่อพัฒนาการเรียนเป็นเครื่องมือในการแสวงหาความรู้ เป็นรากฐานสำคัญในการเรียนรู้ต่าง ๆ การศึกษาช่วยพัฒนาความรู้ความสามารถให้มีฝีมือในการประกอบอาชีพพัฒนาคุณภาพชีวิต การศึกษาที่ให้ข่าวสารข้อมูลที่ทันสมัยและเป็นประโยชน์ ซึ่งเป็นกระบวนการเรียนรู้ที่ต่อเนื่องจัดเป็นการศึกษาตลอดชีวิต แต่สิ่งที่สำคัญที่สุดคือ การจัดระบบการจัดการศึกษาอย่างไร จึงจะบริการกลุ่มเป้าหมายในทุกชุมชนทั่วประเทศ ประชาชนทุกคนมีโอกาสในการเรียนรู้ในวิถีชีวิตของชุมชนนั้น ๆ เป็นการเรียนรู้ในสิ่งที่เป็นความต้องการ เป็นความจำเป็นเพื่อคุณภาพชีวิตของประชาชน ชุมชนต่าง ๆ ซึ่งมีความแตกต่างหลากหลายตามสภาพแวดล้อม ภูมิประเทศ เศรษฐกิจ และสังคมของแต่ละชุมชน
