ภายหลังการปฏิรูปการปกครองและการปฏิรูปการศึกษาในรัชกาลที่ 5 พระองค์ได้มีกระแสความคิดที่จะให้ประเทศไทยมีการเปลี่ยนแปลงการปกครองจากระบอบสมบูรณาญาสิทธิราชย์มาเป็นระบอบการปกครองที่มีรัฐธรรมนูญเป็นกฎหมายสูงสุดในการปกครองประเทศ โดยมีรัฐสภาเป็นสถาบันหลักที่จะให้ประชาชนมีส่วนร่วมในการปกครองมากขึ้นเป็นลำดับ จนกระทั่งได้มีคณะนายทหารชุดกบฏ ร.ศ.130 ซึ่งมีความคิดที่ปฏิบัติการให้บรรลุความมุ่งหมายดังกล่าว แต่ไม่ทันลงมือกระทำการก็ถูกจับได้เสียก่อนเมื่อ พ.ศ.2454 ในต้นรัชกาลที่ 6
