วันที่ 1 ธ.ค.58 นายสนิท พรหมวงษ์ อธิบดีกรมการขนส่งทางบก เปิดเผยว่า เพื่อร่วมเป็นส่วนหนึ่งของการส่งเสริมภาพลักษณ์การท่องเที่ยวของประเทศไทย ประกอบกับรถตุ๊กตุ๊กเป็นยานพาหนะที่เป็นเอกลักษณ์ ซึ่งนักท่องเที่ยวให้ความนิยมเลือกใช้บริการ กรมการขนส่งทางบกจึงเปิดรับจดทะเบียนรถตุ๊กตุ๊กในเขตกรุงเทพมหานคร เป็นการเพิ่มเติมอีกจำนวนไม่เกิน 565 คัน ซึ่งนอกจากจะส่งเสริมเอกลักษณ์การท่องเที่ยวแล้ว ยังเป็นการช่วยเหลือผู้ประกอบอาชีพขับรถยนต์รับจ้างให้มีรถเป็นของตนเอง และมีรายได้เพิ่มมากขึ้น ยังเป็นประโยชน์ต่อทางราชการในการกำกับดูแลการให้บริการของผู้ขับรถรับจ้างได้อย่างทั่วถึง ทำให้ประชาชนได้รับความสะดวก ปลอดภัย และมีความมั่นใจมากยิ่งขึ้น

สำหรับการเปิดให้ยื่นคำขอลงทะเบียนเพื่อขอใช้สิทธิ สามารถยื่นได้ ตั้งแต่วันที่ 1–30 ธันวาคม 2558 ณ ห้องประชุม อาคาร 3 ชั้น 5 กรมการขนส่งทางบก ในวันและเวลาราชการ โดยกำหนดโควตาจดทะเบียนจำนวนไม่เกิน 565 คันเท่านั้น และจะประกาศรายชื่อผู้ได้รับสิทธิจดทะเบียนในวันที่ 14 มกราคม 2559 หากจำนวนผู้ได้รับสิทธิไม่เกินโควตา กรมการขนส่งทางบกสามารถดำเนินการจดทะเบียนให้ได้ทันที แต่หากเกินจำนวนที่กำหนดจะมีการนำวิธีจับสลากมาใช้เพื่อให้เกิดความเป็นธรรม โดยจะประกาศรายชื่อผู้มีคุณสมบัติ วัน เวลา สถานที่ และวิธีการจับสลากในวันที่ 14 มกราคม 2559 และจะประกาศรายชื่อผู้ได้รับสิทธิจดทะเบียนและผู้ได้รับสิทธิสำรองอีกจำนวน 20 ราย ในวันที่ 26 มกราคม 2559

ทั้งนี้ ผู้ได้รับสิทธิต้องนำรถมาจดทะเบียนและชำระภาษีให้แล้วเสร็จภายในวันที่ 17 กรกฎาคม 2559 หากพ้นกำหนดระยะเวลาดังกล่าว กรมการขนส่งทางบกจะถือว่าเป็นการสละสิทธิ และจะให้สิทธิการจดทะเบียนกับผู้มีสิทธิสำรองแทนตามลำดับรายชื่อต่อไป

นายสนิท กล่าวเพิ่มเติมว่า ผู้ที่มีความประสงค์จะลงทะเบียนเพื่อขอใช้สิทธิจดทะเบียนรถยนต์สามล้อรับจ้างจะต้องเป็นบุคคลธรรมดาที่มีใบขับขี่รถยนต์สามล้อสาธารณะ มีที่พักอาศัยในเขตกรุงเทพฯ จังหวัดนครปฐม จังหวัดนนทบุรี จังหวัดปทุมธานี จังหวัดสมุทรสาคร และจังหวัดสมุทรปราการ และต้องไม่เป็นผู้อยู่ระหว่างถูกยึดหรือถูกเพิกถอนใบอนุญาตขับขี่ ไม่เคยมีกรรมสิทธิ์หรือสิทธิครอบครองรถยนต์สามล้อรับจ้างมาก่อนในระยะเวลา 180 วัน นับถึงวันยื่นคำขอลงทะเบียน โดยสามารถจดทะเบียนได้เพียงคนละ 1 คันเท่านั้น แนบหลักฐาน สำเนาบัตรประจำตัวประชาชน และสำเนาทะเบียนบ้านในเขตกรุงเทพมหานคร หรือจังหวัดที่อนุญาตไว้ และใบอนุญาตขับรถยนต์สามล้อรับจ้างที่ยังไม่สิ้นอายุพร้อมสำเนา
