โครงการหอศิลปวัฒนธรรมแห่งกรุงเทพมหานคร เริ่มต้นตั้งแต่ปี พ.ศ. 2537 โดยกลุ่มศิลปินร่วมสมัยแห่งประเทศไทยนับพันคนได้จัดแสดงผลงานที่ ศูนย์ประชุมแห่งชาติสิริกิติ์ โดยหวังให้สังคมเห็นว่า มีศิลปินมากพอที่ควรจะมี หอศิลป์ มาเป็นพื้นที่รองรับในการแสดงออกผลงาน และเก็บรักษาผลงานในอดีตและประวัติศาสตร์ เป็นที่รวมกลุ่มศิลปิน เพื่อพบปะ แลกเปลี่ยนความคิด แนวการทำงาน ผลก็คือการผลักดันให้เกิดการพัฒนาของวงการศิลปะในบ้านเมืองนี้

แล้วเสร็จเปิดใช้งานเมื่อ พ.ศ. 2551 โดยสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ เสด็จพระราชดำเนินทรงเปิดหอศิลปฯ
