การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบนโยบายของผู้บริหารที่ส่งผลต่อความ สำเร็จของการดำเนินงานบนระบบบัญชีคอมพิวเตอร์ (E – LAAS) ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอสามพราน จังหวัดนครปฐม ใช้แบบสอบถามกับกลุ่มตัวอย่างคือ ข้าราชการพนักงานส่วนท้องถิ่นที่เกี่ยวข้องกับในการปฏิบัติงานในระบบ (E– LAAS) จำนวน 175 คน สถิติอ้างอิงที่ใช้คือ การวิเคราะห์การถดถอยเชิงพหุ (Multiple Regression Analysis)
ผู้ตอบแบบสอบถามส่วนใหญ่ เป็นเพศหญิงร้อยละ 98.90 อายุระหว่าง 31 – 40 ปีร้อยละ 66.30 จบการศึกษาในระดับปริญญาตรี สาขาวิชาบริหารธุรกิจ ร้อยละ 45.70 ผลการศึกษาพบว่า นโยบายของผู้บริหารด้านบริหารจัดการบุคลากร และด้านบริหารจัดการเทคโนโลยีสารสนเทศ ส่งผลต่อความสำเร็จของการดำเนินงานบนระบบบัญชีคอมพิวเตอร์ (E – LAAS) ที่ระดับนัยสำคัญทางสถิติ 0.05 ตามลำดับ
