เมื่อไทยไม่สามารถโดดเดี่ยวตัวเองหรือต้านกระแสโลกได้ ไทยจึงควรใช้โอกาสที่มีอยู่เพื่อเข้าไปมีบทบาทในการกำหนดทิศทางและทำหน้าที่ เป็นปากเสียงให้กับประเทศกำลังพัฒนาอื่นๆ เพื่อให้สามารถเปิดเสรีการค้าและการลงทุนได้โดยมีผลกระทบทางลบน้อยที่สุด ในขณะเดียวกันก็ได้รับประโยชน์สูงสุดด้วย
ประสบการณ์ ในการเป็นสมาชิกเอเปคตั้งแต่เริ่มก่อตั้งได้พิสูจน์แล้วว่าการตัดสินใจของไทยไม่ผิดพลาด เพราะในช่วงระยะเวลา 20 ปีที่ผ่านมา ไทยได้รับประโยชน์อย่างยิ่งในจากการเป็นสมาชิกเอเปค โดยได้เข้าไปมีส่วนร่วมในการประชุมทุกระดับ ตั้งแต่ระดับผู้นำ รัฐมนตรี เจ้าหน้าที่อาวุโส ตลอดจนการประชุมระหว่างผู้เชี่ยวชาญในกรอบความร่วมมือสาขาต่างๆ ซึ่งล้วนแล้วแต่เป็นโอกาสให้ไทยเข้าไปผลักดันและร่วมกำหนดทิศทางความร่วมมือ ของเอเปคให้สอดคล้องกับนโยบายของไทย
นอกจากนี้ ไทยยังได้รับการสนับสนุนทางการเงินจากเอเปคในการนำไปจัดทำโครงการความร่วมมือต่างๆ ซึ่งนอกจากจะเป็นประโยชน์ต่อไทยแล้ว ยังเป็นประโยชน์ต่อภูมิภาคเอเชีย – แปซิฟิกโดยรวมอีกด้วย ที่ผ่านมา ไทยได้รับการสนับสนุนเงินทุนในการจัดทำโครงการในลักษณะดังกล่าวจากเอเปค เฉลี่ยปีละประมาณ 300,000.- ดอลลาร์สหรัฐฯ ในขณะที่ไทยต้องเสียค่าสมาชิกให้เอเปคเพียงปีละ 75,000 ดอลลาร์สหรัฐฯ เท่านั้น
เพื่อให้เห็นภาพได้ชัดเจนยิ่งขึ้น อาจแบ่งผลประโยชน์ที่ไทยได้รับจากการเป็นสมาชิกเอเปคเป็นสองระดับ ดังนี้
• ระดับระหว่างประเทศ
