กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้เป็นผู้บริหารสถานศึกษาและครูในสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาญจนบุรี เขต 3 จำนวน 280 คน ได้มาโดยการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า กำหนดคำตอบเป็น 5 ระดับ ซึ่งมีค่าความเชื่อมั่นเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน
