หลักการและเหตุผล
ผู้ประกอบกิจการประเภทอุตสาหกรรม พาณิชยกรรม หรือธุรกิจอย่างอื่น ซึ่งมีลูกจ้างตั้งแต่ 100 คน ขึ้นไป ทุกท้องที่ ถ้าไม่จัดให้มีการอบรม ฝีมือแรงงาน หรือจัดฝึกอบรมแต่ไม่ครบตามสัดส่วน 50% ของลูกจ้างทั้งหมดในแต่ละปีปฏิทิน ผู้ประกอบกิจการต้องส่งเงินสมทบเข้ากองทุนพัฒนาฝีมือแรงงาน
เงินสมทบ
คือ เงินที่ผู้ประกอบกิจการส่งสมทบพัฒนาฝีมือแรงงาน หรือ จัดฝึกอบรมฝีมือแรงงานแต่ไม่ครบตามสัดส่วนที่กำหนด
