ตลอดระยะเวลา 44 ปีที่ผ่านมา อาเซียนได้เกิดความร่วมมือ รวมทั้งมีการวางกรอบความร่วมมือ เพื่อสร้างความเข็มแข็ง รวมถึงความมั่นคงของประเทศสมาชิกทั้งด้านความมั่นคงเศรษฐกิจ สังคมและวัฒนธรรม และในปี พ.ศ. 2558 อาเซียนได้วางแนวทางก้าวไปสู่ประชาคมอาเซียนอย่างสมบูรณ์ ภายใต้คำขวัญคือ "หนึ่งวิสัยทัศน์ หนึ่งเอกลักษณ์ หนึ่งประชาคม" (One Vision, One Identity, One Community) โดยมุ่งเน้นไปที่ 3 ประชาคม คือ ประชาคมการเมืองและความมั่นคงอาเซียน(ASEAN Political Security Community : APSC) ประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community : AEC) และประชาคมสังคมและวัฒนธรรมอาเซียน (ASEAN Socio-Cultural Community : ASCC)
โดยเมื่อวันที่ 1 มีนาคม พ.ศ.2552 ผู้นำอาเซียนได้ลงนามรับรองปฏิญญาชะอำ หัวหิน ว่าด้วยแผนงานจัดตั้งประชาคมอาเซียน (ค.ศ. 2009-2015) เพื่อจัดตั้งประชาคมอาเซียนภายในปี 2558 ซึ่งประชาคมอาเซียนประกอบด้วยเสาหลัก 3 เสา ดังต่อไปนี้
1.ประชาคมการเมืองและความมั่นคงอาเซียน (ASEAN Security Community – ASC) มุ่งให้ประเทศในภูมิภาคอยู่ร่วมกันอย่างสันติ มีระบบแก้ไขความขัดแย้ง ระหว่างกันได้ด้วยดี มีเสถียรภาพอย่างรอบด้าน มีกรอบความร่วมมือเพื่อรับมือกับภัยคุกคามความมั่นคงทั้งรูปแบบเดิมและรูปแบบใหม่ ๆ เพื่อให้ประชาชนมีความปลอดภัยและมั่นคง
2.ประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community – AEC) มุ่งให้เกิดการรวมตัวกันทางเศรษฐกิจ และการอำนวยความสะดวกในการติดต่อค้าขายระหว่างกัน อันจะทำให้ภูมิภาคมีความเจริญมั่งคั่ง และสามารถแข่งขันกับภูมิภาคอื่น ๆ ได้เพื่อความอยู่ดีกินดีของประชาชนในประเทศอาเซียน โดย
มุ่งให้เกิดการไหลเวียนอย่างเสรีของ สินค้า บริการ การลงทุน เงินทุน การพัฒนาทางเศรษฐกิจ และการลดปัญหาความยากจนและความเหลื่อมล้ำทางสังคมภายในปี 2020
