นายแพทย์ศุภชัย คุณารัตนพฤกษ์ คณบดีบริหารกลุ่มวิทยาลัยแพทยศาสตร์และวิทยาศาสตร์สุขภาพ มหาวิทยาลัยรังสิต กล่าวว่า การรวมอาเซียนให้เป็นหนึ่งเดียว มีเป้าหมายเพื่อรวมทั้ง 10 ประเทศ เข้าด้วยกัน และเพื่อสร้างโอกาสด้านการติดต่อค้าขาย การดำเนินกิจการกับประเทศต่างๆ รวมถึงการขยายโอกาสทางด้านการศึกษา และการประกอบอาชีพ
“ด้านการศึกษา นอกจากจะเป็นรากฐานในการสร้างบุคลากรให้มีศักยภาพ มีคุณภาพแล้วยังเป็นฐานในการสร้างโอกาสและความเจริญทางด้านเศรษฐกิจอีกด้วย เช่น บุคลากรด้านการแพทย์นั้น จะต้องมีความชำนาญเฉพาะด้านในการรักษาผู้ป่วย หรือแม้แต่นำไปประกอบวิชาชีพต่างๆ ประเทศไทยเป็นประเทศที่มีชื่อเสียงในการรักษาสุขภาพประเทศหนึ่ง และมีชาวต่างชาติมากมายที่เข้ามารับการรักษาโรคต่างๆ ไม่ว่าจะเป็นการรักษาเกี่ยวกับฟัน หรือแม้แต่การทำศัลยกรรมความสวยความงาม ซึ่งชาวต่างชาติที่เข้ามารับการรักษานั้น หากมองในแง่เศรษฐกิจนี่ก็เป็นอีกหนึ่งทางในการสร้างเศรษฐกิจ ดังนั้น วงการแพทย์ไทยจึงต้องคิดค้นด้านการรักษาต่างๆ อยู่สม่ำเสมอ และในด้านการให้บริการก็จำเป็นต้องใช้บุคลากรที่มีความสามารถเช่นกัน เนื่องจากวิชาชีพนั้นมีหลากหลายวิชาชีพ การฝึกฝนจึงจำเป็นเป็นอย่างยิ่งและการวางนโยบายในการผลิตบุคลากรนั้นประเทศไทยจะวางแผนอย่างไร หรือแต่ละประเทศมีนโยบายอย่างไร ซึ่งนับว่าสำคัญมาก เช่น อินโดนีเซีย วางตัวเป็นผู้ส่งออกไปยังตะวันออกกลาง สิงคโปร์และมาเลเซียก็วางตัวเป็นผู้ผลิตบุคลากรส่งออกทางด้านการแพทย์ เป็นต้น ฉะนั้นการศึกษาไทยต้องมองนโยบายที่สามารถตอบสนองความต้องการของคนในประเทศก่อนว่าเราควรต้องทำอย่างไร ยังอ่อนอะไร ซึ่งหากเรามีการส่งออกบุคลากรในระดับวิชาชีพขั้นสูงมากขึ้น ประเทศของเราก็จะเป็นการยอมรับที่ดีกว่าการส่งแรงงานออกไป”
