บทคัดย่อ
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและข้อเสนอแนะ การบริหารโดยใช้โรงเรียนเป็นฐานของเครือข่ายพัฒนาคุณภาพการศึกษา แม่อูคอ-แม่ยวมน้อย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอนเขต 1 ประชากรได้แก่ ผู้บริหารโรงเรียน ครูผู้สอน รวมทั้งสิ้น 80 คน รวบรวมข้อมูลโดยใช้แบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่าการบริหารโดยใช้โรงเรียนเป็นฐานของเครือข่ายพัฒนาคุณภาพการศึกษา แม่อูคอ-แม่ยวมน้อย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอนเขต 1 โดยรวม เมื่อพิจารณารายด้านอยู่ในระดับมากทุกด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านหลักการบริหารตนเอง รองลงมาคือด้านกระจายอำนาจอำนาจ ด้านการตรวจสอบและถ่วงดุล ด้านการคืนอำนาจการจัดการศึกษาให้แก่ประชาชน และด้านการมีส่วนร่วม ตามลำดับ
ปัญหาคือ สถานศึกษาขาดการกำหนดแนวทาง วิธีการ พัฒนาบุคลากร คณะกรรมการสถานศึกษาไม่มีส่วนร่วมบริหารจัดการศึกษา ไม่มีส่วนร่วมกำกับและติดตามการดำเนินงานตามแผนของสถานศึกษา ระบบฐานข้อมูลไม่ถูกต้อง ไม่เป็นปัจจุบัน
ข้อเสนอแนะคือ
ควรให้สถานศึกษามีการกำหนดแนวทาง วิธีการ พัฒนาบุคลากร คณะกรรมการสถานศึกษามีส่วนร่วมบริหารจัดการศึกษา มีส่วนร่วมกำกับและติดตามการดำเนินงานตามแผนของสถานศึกษา และปรับปรุงระบบฐานข้อมูลให้ถูกต้อง เป็นปัจจุบัน
