มหาวิทยาลัยรามคำแหงได้รับการสถาปนาเป็นสถาบันอุดมศึกษาของรัฐมาตั้งแต่ พ.ศ.2514 ณ บริเวณที่ดินทั้งหมดประมาณ 300 ไร่เศษ ถนนรามคำแหง แขวงหัวหมาก เขตบางกะปิ กรุงเทพฯ โดยพระราชบัญญัติมหาวิทยาลัยรามคำแหง พ.ศ.2514 กำหนดให้มหาวิทยาลัยรามคำแหงเป็นสถาบันการศึกษาและวิจัยแบบตลาดวิชา มีวัตถุประสงค์ในการศึกษาวิชาการและวิชาชีพชั้นสูง
ทำการวิจัย ส่งเสริมวิชาการชั้นสูง และทำนุบำรุงศิลปวัฒนธรรม
/ปัจจุบันมหาวิทยาลัยมีกระบวนวิชาที่เปิดสอน ในระดับปริญญาตรีประมาณ 2,780 กระบวนวิชา ระดับปริญญาโท 771 กระบวนวิชา ระดับปริญญาเอก 156 กระบวนวิชา จัดการเรียนการสอนในหลักสูตรระดับปริญญาตรี 72 สาขาวิชา ระดับประกาศนียบัตรบัณฑิต 2 สาขาวิชา ระดับปริญญาโท 73 สาขาวิชา และสาขาวิชาระดับปริญญาเอก 20 สาขาวิชา โดยมีคณะวิชาที่รับผิดชอบ 13 คณะ 1 บัณฑิตวิทยาลัย และสถาบันที่จัดการเรียนการสอน 2 สถาบัน ได้แก่ สถาบันวิทยาศาสตร์สุขภาพและสถาบันการศึกษานานาชาติ กล่าวได้ว่า ตลอดระยะเวลา 38 ปี มหาวิทยาลัยรามคำแหงได้พัฒนามาโดยตลอด ทั้งในด้านพัฒนาการวิชาการ พัฒนาสังคม โดยให้สอดคล้องกับแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ
ในขณะเดียวกันก็พัฒนาไปตามกระแสโลกาภิวัตน์ทางด้านเทคโนโลยี จนปัจจุบันมหาวิทยาลัยรามคำแหงได้เปิดการเรียนการสอนโดยใช้เทคโนโลยีทันสมัย อันได้แก่ การสอนทางไกล การเรียนการสอนแบบ e-learning การสอบด้วยระบบ e-Testing การใช้คอมพิวเตอร์ในงานด้านบริหารและบริการ จนมหาวิทยาลัยได้ก้าวสู่การเป็น e-University ในระดับมาตรฐานสากล
