การส่งเสริมการท่องเที่ยวในประเทศไทยเกิดขึ้นโดยพระดำริของพระเจ้าบรมวงศ์เธอ กรมพระกำแพงเพ็ชรอัครโยธิน ครั้งทรงดำรงตำแหน่งผู้บัญชาการรถไฟ ใน พ.ศ. 2467 ได้มีการจัดตั้งแผนกโฆษณาของการรถไฟขึ้น มีสำนักงานตั้งอยู่ที่กรมรถไฟ เชิงสะพานนพวงศ์ ต่อมาได้ย้ายมาตั้งที่สถานีรถไฟหัวลำโพง เมื่อพระเจ้าบรมวงศ์เธอกรมพระกำแพงเพชรอัครโยธิน ทรงย้ายไปดำรงตำแหน่งเสนาบดีกระทรวงพาณิชย์ และคมนาคม งานด้านส่งเสริมการท่องเที่ยว ได้ย้ายไปอยู่ที่กระทรวงพาณิชย์และกระทรวงคมนาคมด้วย
เมื่อวันที่ 10 สิงหาคม พ.ศ. 2492 คณะรัฐมนตรีได้พิจารณาเห็นควรปรับปรุงหน่วยงานท่องเที่ยวขึ้นใหม่ จึงได้มีมติให้กรมโฆษณา การยกร่างโครงการปรับปรุงหน่วยงานส่งเสริมการท่องเที่ยวเสนอให้คณะรัฐมนตรีพิจารณา ในการประชุม เมื่อวันที่ 19 ตุลาคม พ.ศ. 2492 คณะรัฐมนตรีได้มีมติให้กรมโฆษณาการพิจารณาส่งเสริมการท่องเที่ยว กรมโฆษณาการได้ทำความตกลงกับกระทรวงเศรษฐการ ซึ่งในสมัยนั้นมีชื่อว่า กระทรวงพาณิชย์และคมนาคม ขอโอนกิจการส่งเสริมการท่องเที่ยว จากกระทรวงพาณิชย์และคมนาคมมาอยู่กับกรมโฆษณาการ สำนักนายกรัฐมนตรี และให้เรียกส่วนงานนี้ว่า สำนักงานส่งเสริมการท่องเที่ยว
ต่อมากรมโฆษณาการได้พิจารณาเห็นว่ากิจการส่งเสริมการท่องเที่ยวกำลังตื่นตัวในประเทศไทยมาก จึงได้จัดตั้งสำนักงานส่งเสริมการท่องเที่ยวให้มีฐานะเทียบเท่ากอง เรียกว่า สำนักงานท่องเที่ยว โดยพระราชกฤษฎีกาจัดวางระเบียบราชการกรมโฆษณาการในสำนักนายกรัฐมนตรี พ.ศ. 2493
ใน พ.ศ. 2501 เมื่อจอมพลสฤษดิ์ ธนะรัชต์ ไปพักรักษาตัวอยู่ ณ โรงพยาบาลวอลเตอร์รีด สหรัฐอเมริกา ได้ศึกษากิจการท่องเที่ยวด้วยความสนใจ และได้ดำริที่จะส่งเสริมอุตสาหกรรมท่องเที่ยวในประเทศอย่างจริงจัง ในปีต่อมาเมื่อจอมพลสฤษดิ์ ธนะรัชต์ เป็นนายกรัฐมนตรี ได้มีประกาศพระราชกฤษฎีกาจัดแบ่งส่วนราชการ กรมประชาสัมพันธ์ พ.ศ. 2502 โดยตัด “สำนักงานท่องเที่ยว” ออก แล้วจัดตั้งขึ้นเป็นองค์การอิสระ เรียกว่า องค์การส่งเสริมการท่องเที่ยวแห่งประเทศไทย มีชื่อย่อว่า อ.ส.ท. โดยพระราชกฤษฎีกาจัดตั้งองค์การส่งเสริมการท่องเที่ยว พ.ศ. 2502
